CORONADO, Calif. (KGTV) -- Navy officials say a helicopter crewman was killed last week in a fuel tank accident at Naval Air Station North Island.Officials say Aircrewman 1st Class Jonathan Clement was taken to the hospital after a fuel tank detached from an HH-60H Seahawk helicopter, striking him and a fellow officer on July 30.The 31-year-old later died at the hospital the following day, according to the Navy Times. The other sailor was treated and released from the hospital after suffering minor injuries, officials say.Both sailors were assigned to the “Firehawks” of North Island-based Helicopter Sea Combat Squadron 85, the Times reported.The Navy Safety Center reported the incident on August 6, but only indicated that the helicopter crew was conducting ‘hot seat” training when the accident happened.Hot seat training is conducted so crews can practice switching out from an aircraft without turning off the engines.Clement was an 11-year Navy veteran originally from Florida. 1003

CONNEAUT, Ohio — Conneaut Councilman Phillip Garcia, 63, was arrested and taken to the Ashtabula County Jail in Ohio on Tuesday, according to employees at the sheriff's department.Court documents revealed that Garcia is being held on 26 felony charges.The 26-count indictment includes five counts of rape, four counts of corruption of a minor and two counts of sexual conduct with a minor. He was also indicted on 15 felony counts of compelling prostitution.Garcia, 63, the councilman for Ward 2 in Conneaut, serves as a member on the Parks and Recreation committee, Economic Development Committee and Public Service Department/Cemeteries committee. Ashtabula County Sheriff Bill Johnson said they've been investigating Garcia for two to three months. They launched the investigation into Garcia, who owns Phil's Catering after an employee came forward in June.The charges relate to five juveniles between the age of 13 and 17, according to the release.  The alleged sexual assaults took place between 1997 and 2005.Four of the alleged victims were employees of Garcia's catering business."We do have concerns that there could be additional victims who have not yet been identified, and we urge anyone with information pertinent to the investigation to come forward," said Attorney General DeWine.  1356

CORONADO, Calif. (KGTV) -- A Coronado bookstore that’s been a fixture of the landscape for nearly three decades will be able to move a few doors down thanks to a decision by the City Council. In 2018, a developer bought up nearly a whole block of Orange Avenue and Bay Books was only paying a fraction of market rent. Owner Angelica Muller told 10News in February that the store was considering a move down the block, but would have to sell coffee and pastries to stay in business. City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. "If there's an issue we're going to own it, and we're going to be held accountable because it's the ratepayers and the taxpayers of San Diego who we work for, and we cannot forget that."  2439

(KGTV and WPBF) - The Parkland community gathered for a vigil Thursday to remember the 17 victims of the Marjory Stoneman Douglas High School shooting.The vigil took place at Parkridge Baptist Church in Coral Springs, about a mile from the school.Florida Governor Rick Scott and other elected officials joined the group.The church has a direct tie to the high school. When it first started its ministries, the church used the school auditorium. 477
