Defense Secretary James Mattis is expected to sign deployment orders as soon as Thursday that could send 800 or more troops to the border with Mexico to help border patrol authorities stop a caravan of migrants from Central America moving through Mexico to enter the US, according to three administration officials.The officials tell CNN final details are being worked out including where the troops will come from and their specific tasks.The troops will not engage in lethal operations to stop the migrants. Instead they are expected to provide fencing, wall materials and other technical support at several key points along the border where it is believed the migrants may try to cross.The troops will also provide tents and medical care for border authorities in those areas. The troops retain the right of self-defense, but border patrol officers will still be the ones physically stopping illegal migration, the officials said. 941
DETROIT (AP) — Honda is recalling over 1.4 million vehicles in the U.S. to repair a software flaw, drive shafts that can break and window switches that can overheat.The software recall includes 734,000 Accords from 2018 to 2020 and Insights from 2019 and 2020. A computer programming error can cause the rear camera, turn signals and windshield wipers to malfunction.Two drive shaft recalls cover 430,000 Civic Hybrids, Fits and Accords, and the Acura ILX. They’re in 22 states where salt is used to clear roads.About 268,000 CR-Vs from 2002 through 2006 are included in the power window switch recall.Owners will be notified when to take vehicles to dealers. Democrat Cal Cunningham formally conceded on Tuesday to Republican incumbent Thom Tillis in the US Senate race in North Carolina that could help pave the way toward Republicans retaining Senate.The race in North Carolina has not been formally called by the Associated Press as there are an unknown number of provisional and uncured ballots that are left to be counted in North Carolina.Cunningham once held a significant lead in polling, but the last few polls that were released before the election were within the margin of error. Another race Republicans are likely to win is in Alaska, where Sen. Dan Sullivan is expected to maintain his seat.Assuming Tillis and Sullivan win re-election, Republicans will control at least 50 seats in the new US Senate come January. Two remaining seats will be decided in a runoff in Georgia. Democrat Jon Ossoff just barely forced a runoff against Republican David Perdue last week. In a special election, Democrat Raphael Warnock and Republican Kelly Loeffler will meet after Loeffler held off a Republican challenger to finish in the top 2 of last week's general election.Democrats would need both seats in Georgia to force a 50-50 tie in the US Senate, with Vice President-elect Kamala Harris acting as a tie breaker on the Democrats’ behalf.The two Georgia races will likely draw a lot of attention as Democrats will be hopeful to gain the two seats in order to have an easier path to get judicial and administration nominees approved by the Senate.Regardless, Democrats will gain some ground following the 2020 election, netting an additional seat after flipping seats in Colorado and Arizona. DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. She's being represented by the Pride Law Firm in Mission Valley.The Medical Board of California reports that it’s looking into these allegations. 3194
