SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. All the things that people may not realize are affected."It's the same problem for spots up and down the state and across most of the country."We have had zero conferences, I believe since March," said Madonna Inn Marketing Manager Amanda Rich.The Madonna Expo Center in San Luis Obispo can hold around 2,000 people, and prior to COVID-19, they hosted multiple events a week."It's been a huge change for us and our staff," Rich said. "We have a banquet staff that's here specifically for those expo events, and we haven't had any."Virtual EventsWhile in-person locations have suffered, for many conferences, the show still goes on, virtually."A virtual event is not here to replace an in-person event," said Jonathan Kazarian, founder and CEO at Accelevents. "It's not intended to even be modeled exactly like that. A virtual event is its own beast and its own opportunity.”Kazarian said his virtual event platform helps build opportunities for exhibitors to interact with attendees, ways to facilitate all those presentations virtually, and also helps to bring people together."We're working with a lot of software companies now that do these user conferences that maybe in the past they've spent this massive budget on hosting this event once a year and now for a fraction of the cost they can come in and host that event and with the click of a button re-do it month after month,” he said.Kazarian explained that virtual turnout for some companies has been higher than what they were used to seeing in person.But can the event really be the same? 2246
SAN DIEGO (KGTV) — The County of San Diego is preparing to step up enforcement efforts on businesses flouting public health orders, taking the reins from local agencies like the San Diego Police Department that have virtually stopped issuing tickets to violators.Despite thousands of complaints about violations to the county's 211 hotline, data from the San Diego Police Department shows the agency has issued 168 citations for health order violations since the pandemic shutdowns began. Ninety-one percent of those citations came in April.Since then, citations decreased to 12 in May, 3 in June, and zero in July. Violating the public health order is a misdemeanor punishable by up to a ,000 fine or six months in jail.“As these health orders continue to change it makes it really difficult for law enforcement,” said SDPD Lt. Shawn Takeuchi.Since April, 211 received 9,382 complaints about public health order violations. During that span the county’s two largest law enforcement agencies, the Sheriff’s Department and SDPD, issued 312 citations combined.Lt. Takeuchi said you have to look back at the public health orders over time: in March, beaches and parks were closed and non-essential businesses were shut down. By April, it was easy to spot violators and expect they knew the rules.“It was a real black and white area,” he said.But then in late May, restrictions eased up, businesses started reopening, and Takeuchi said the regulations were less obvious. The mask ordinance, for example, only applies when an individual is within six feet of a non-household member. Determining whether groups of people walking the street are members of a household is highly impractical, he said.“When the county rules started to morph, we needed to understand them and we needed to make sure people understood them. So we always undertook an effort to educate first,” he said.Since then, the public health orders have been modified several times -- at least three times in July alone -- and Lt. Takeuchi said the department has had to embark on a new education campaign each time.“You've seen the San Diego Police Department really back off on enforcement because we think that the County Health Officer is really in a better position to ensure compliance of what they've deemed the egregious or the bad actors,” he said.This week, the county announced it would take on a more central role with enforcement, bringing on staff to more rapidly investigate cases like the one at The Gym in Pacific Beach, and opening a new compliance hotline.The new hotline and email system will replace the existing 211, so tipsters can speak directly with a county employee. 2664
SAN DIEGO (KGTV) - The Community Resource Center, a non-profit dedicated to helping families in need, was able to overcome the COVID-19 pandemic and deliver holiday happiness to North County families.Every year, the CRC does their annual "Holiday Baskets" program, where families in need get a shopping spree-style day at the Del Mar Fairgrounds to get food, toys, clothing, and more for the holidays.But in 2020, the pandemic made the annual shopping spree impossible because of state and county health guidelines.So the CRC changed things up a bit, turning the event into a drive-thru.Now, instead of walking through a shopping area and picking out items, families will drive through the fairgrounds and have things handed to them in their cars."We'll have a pre-made box of food for each family, we'll have pre-made boxes of blankets for each family, and a pre-made box with family gifts," says CRC CEO John Van Cleef. "So the ability to choose gifts has changed this year, but we'll be providing puzzles, board games, and other family-based gifts."Because of the changes, the CRC could only assist 1,100 families, which is down from their usual 1,600.It may have been even fewer if not for the help of a 15-year old girl."There's always a way that we can help each other out," says Lucie Babcock, who has been volunteering with the CRC since she was 9.For the past five years, Lucie has held bake sales or lemonade stands to raise money for the CRC. She then uses the money to buy toys and gifts for the families.Because of the Pandemic, she couldn't do her usual fundraising.Instead, Lucie wrote letters to family and friends asking for donations. She raised 0."Even if it seems like maybe you don't have the connections to make a difference, there's always a way," she says.Van Cleef says people like Lucie inspire him to keep helping others.The Holiday Baskets event is Saturday, Dec. 4, but families must pre-register to participate. 1952
SAN DIEGO (KGTV) -- The Metropolitan Transit System has launched an initiative to keep their buses and trolleys clean and their riders and employees safe.MTS officials said their ridership has dropped 75 percent since the start of the coronavirus pandemic. Now, with officials are seeing a recent uptick in riders, the agency is implementing new health and safety measures.Nikki Jefferson has relied on the trolley to get to work for the last three years. When the cases of COVID-19 started popping up around San Diego County, she was nervous about getting back on board.“I still use hand sanitizer after my last stop, anytime I touch the button,” Jefferson said.To help control the spread of COVID-19, the MTS is now cleaning their 800 buses and 135 trolley cars twice a day. MTS is even using the deep-cleaning fogging technique to disinfect high-touch areas.Additionally, hand-washing stations are installed at their 54 transit stops and plexiglass barriers protect bus drivers from passengers.When on a bus or trolley, passengers are urged to practice social distancing whenever possible.Officials said all riders on buses or trolleys, and riders at stops or stations, will be required to wear face masks or coverings.MTS CEO Sharon Cooney said, “We’re going to educate all of our customers so that they know you can’t come on board without as mask for some kind of face covering.”It’s a move Jefferson agrees with as she spends most of her time riding the trolley.“It makes me feel safer and less of a chance that I’m going to catch COVID-19, since I have to go to work, but I don’t want to bring it to work with me or have it around me,” said Jefferson.MTS officials said they will educate the public about the face coverings. Some staff will also have face coverings on hand. But they add if someone refuses to wear one, they’ll look into issuing a citation.So far, 33 MTS employees have tested positive for the coronavirus; 22 have recovered and have returned to work. 1984
