ESCONDIDO, Calif. (KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. Federal investigators are looking into whether a huge wildfire near Los Angeles was sparked by Southern California Edison utility equipment. Edison says it has turned over a section of an overhead conductor from the utility’s facility near a dam in the area where the Bobcat Fire started Sept. 6. The initial report of fire was near Cogswell Dam at 12:21 p.m. Sept. 6. The utility says five minutes earlier, at 12:16 p.m., a circuit at the substation experienced a possible disturbance or event. Edison says cameras captured smoke developing in the area around 12:10 p.m., prior to the activity on Edison’s circuit.As of Thursday, there are still 26 ongoing wildfires in California being fought by 18,200 firefighters. In the last six weeks, fires have consumed 6,700 buildings and have killed 26 people. Facebook has removed dozens of fake accounts, pages and Instagram accounts “linked to Roger Stone and his associates” that they believe were involved in spreading disinformation to American users of the social media channels.“The people behind this activity used fake accounts — some of which had already been detected and disabled by our automated systems — to pose as residents of Florida, post and comment on their own content to make it appear more popular than it is, evade enforcement, and manage Pages,” Facebook said in a posted statement.Facebook says they removed 54 Facebook accounts, 50 pages and 4 Instagram accounts connected to this coordinated network. The accounts and pages were most active between 2015 and 2017. According to Facebook, the majority of these accounts have been unused since then."In each case, the people behind this activity coordinated with one another and used fake accounts as a central part of their operations to mislead people about who they are and what they are doing, and that was the basis for our action," Facebook said.The fake accounts posted content about Florida politics, the 2016 political candidates, hacked materials released by Wikileaks ahead of the 2016 election, in addition to the Roger Stone trial, and other information about Roger Stone and his pages, websites, books and appearances.Stone, an ally of President Trump, was convicted on seven counts including lying to congress and obstructing the House investigation into any coordination between the Trump campaign and Russia ahead of the 2016 election.Earlier this year, the FBI unsealed records that showed Stone bought hundreds of fake Facebook pages in 2016. So back then, we could get traveling nurses, we could get registry nurses, we could hire more nurses locally," Van Gorder said. "Today, this is a national situation and we cannot recruit travelers, we cannot recruit registry nurses, and unfortunately, a number of our healthcare providers are also getting sick."Van Gorder said the county has 24 staffed ICU beds left, out of about 670 available. He added that as hospitals get full and resources are strained, the type of care for anyone needing hospital care will change to crisis care.The top two floors of the Escondido hospital have been set up to serve as an FMS site.
