SAN DIEGO (KGTV) - A jury deadlocked Friday on two key charges regarding a drunk driving crash that killed a Lyft driver on SR-94.Steven Quintero was charged with six counts including murder and gross vehicular manslaughter in the Oct. 1 death of 41-year-old Henry Reyes of Escondido.The jury reached verdicts on four counts, finding Quintero guilty of DUI causing injury, DUI, hit and run with death, and driving on a suspended license. Reyes, an aspiring dentist and the father of a 2-year-old child, was killed as he walked around the car to get back in."I was hit so hard I didn't know where I was," said passenger Kelly Hoffman, who was on the phone in the backseat when the collision occurred. Hoffman testified that she had a broken bone of the top of her foot, whiplash of the neck, and a concussion.Passenger Sarah Smith, who had cuts to her chin, a neck injury and a bruised spine, said she has no memory of the crash.At Quintero's arraignment, Deputy District Attorney Cally Bright said the murder count was warranted because a previous charge of driving under the influence was filed against the defendant in November 2015, and because he allegedly left the scene of the fatal crash. 1604

SAN DIEGO (KGTV) -- A judge has ordered a man charged with attacking and stabbing two women to stand trial. A preliminary hearing was held Tuesday for Patrick Douglas, 51.Douglas is charged with two counts of attempted murder in connection with two stabbings in El Cajon and La Mesa on the same day.Police in La Mesa said a female Frito Lay delivery driver, later identified as 35-year-old Dina Hammond, staggered into a 7-Eleven where she had just made a delivery after being stabbed several times.RELATED: Pursuit suspect arrested for pair of stabbings in La Mesa, El Cajon?Hammond was rushed to the hospital in stable condition following the stabbing.Shortly after, Police in El Cajon received a call after a woman was found with stab wounds at a strip mall. The woman, later identified as Shawntey Palmer, was also in stable condition after being taken to the hospital.After the stabbings, Douglas led police on a chase after a Mercedes-Benz matching the description of his car was spotted.During the pursuit, Douglas reached speeds of more than 100 miles-per-hour before the car was found abandoned.Douglas was eventually located and arrested. 1161

The outage started about 3:30 p.m. and impacted Hepner Hall, East Commons, Administration, Physical Sciences and the Faculty Staff Club, SDSU reported online. An hour later, campus officials said the outage was caused by flooding the basement of the Physical Sciences building.By 5:17 p.m., power had been restored to Hepner Hall, East Commons, Adams Humanities, Administration and the Faculty Staff Club buildings. Crews were still working to restore power to the Physical Sciences building.“Facilities Services is aware of the issue and actively working to restore power,” the university posted. “If you are in or around the impacted buildings, please remain where you are, and in a safe location,” officials requested. SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. SAN DIEGO (KGTV) - A new program in San Diego will offer people as much as ,000 to trade in their gas-powered cars for an electric vehicle.In October, the County Board of Supervisors approved the Clean Cars 4 All program. Starting in 2020, the County will get million per year to help low-income families go electric."The problem with electric vehicles is the upfront cost of purchase," says County Supervisor Nathan Fletcher. A 14-gallon car that gets filled up four times per month would cost around ,400 per year. That money could now go back into a family's budget. The same goes for oil changes and many types of car maintenance."When you talk about not having to change oil and not having to maintain and internal combustion engine, you take a big part out of it," says Cole Lowenfield, the General Manager of Mossy Ford in Pacific Beach.In addition to the Clean Cars 4 All program, there are 26 other state and federal grants and tax incentives available to people who want to go electric.
