Europe is thinking about giving advanced robots rights and responsibilities. Many experts say that's a terrible idea. The European Parliament passed a resolution last year that envisions a special legal status of "electronic persons" for the most sophisticated autonomous robots. The proposal is being considered by the European Commission, Europe's top regulator.More than 150 experts in robotics, artificial intelligence, law, medical science and ethics weighed into the debate on Thursday, with a clear warning against such a move.In an open letter to the European Commission, they said that the proposals appear to be influenced more by science fiction than the real world. 684
ENCINITAS, Calif. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. They don't want to straighten out curves in the road, believing it will lead to more speeding. 1705

ESCONDIDO, Calif. (KGTV) - A series of unfortunate events may have led to an albino red-tailed boa constrictor named "Lemony Snicket" disappearing from a North County museum. Officials with the EcoVivarium children's museum in Escondido believe Lemony disappeared on April 29 during a tour of the museum's Arthropod Jungle. During the tour, staff took Lemony out of its cage to show guests, before returning it to its enclosure and locking the gate.Unfortunately, a security camera facing Lemony's enclosure was damaged that same day and did not capture what could have happened.Staff said they fear the snake may have been stolen. They told 10News a man in his 20s left the tour group and never returned shortly before the snake disappeared."We are all heartbroken, and just want him safely returned, no questions asked," the museum said of Facebook. The snake was rescued four-and-a-half years ago in San Diego from an owner who had neglected it.Lemony is about 7-feet long, and yellow and orange, and has a scar on its face.Anyone with any information as to the snake's whereabouts is asked to call EcoVivarium at 760-975-9690.The situation is similar to another missing reptile case recently in North San Diego County."Bubbles" the monitor lizard slinked away from Mike's Pets in Spring Valley in March. Mike Estevez, of the store, said getting the word out was key in Bubbles' return."It really helped a lot," Estevez said. "We got a lot of feedback and concern from people coming in."A radio listener who heard about Bubbles ended up safely locating the missing lizard several days later. 1667
Everyone is cleaning more often during the pandemic, and many back-to-work and back-to-school plans include extra wipedowns with disinfectant wipes and other materials. That is causing an overwhelming demand for cleaning supplies, and Clorox says customers will see a shortage of their wipes and other products into next year."Given the fact that cold and flu sits in the middle of the year, and then we expect the pandemic to be with us for the entirety of the year, it will take the full year to get up to the supply levels that we need to be at," Clorox President and CEO-elect Linda Rendle said Monday in a call with analysts to discuss the company's earnings.Earlier this year, Clorox wipes and disinfectant products were among the list of products the Environmental Protection Agency recommended for controlling the spread of the coronavirus. The company reported a 22 percent increase in sales for its fourth quarter, encompassing April, May and June 2020, over the same period last year.Overall, Clorox says sales are up 8 percent for their fiscal year, July 2019 through June 2020. 1097
