House Speaker Nancy Pelosi on Monday released a new proposal that includes .2 trillion in spending, and sends direct payment of ,200 to most Americans.The proposal still costs more than the White House has said it would like, but is down from the .4 trillion stimulus plan House Democrats passed back in May.In addition to another set of ,200 direct payments to millions of Americans, House Democrats propose using 5 million for education, more funding for the struggling airline industry, and 6 million for local governments. The set of proposals would also include a 0 per week unemployment supplement, which expired at the end of July.“This .2 trillion Heroes Act provides the absolutely needed resources to protect lives, livelihoods and the life of our democracy over the coming months,” Pelosi said in a letter to House Democrats. “It includes new funding needed to avert catastrophe for schools, small businesses, restaurants, performance spaces, airline workers and others.”Last week, Treasury Secretary Steve Mnuchin confirmed that he and Pelosi agreed to relaunch negotiations on a stimulus plan.Earlier this month, Senate Republicans attempted to pass a “slimmed down” stimulus bill with a cost of 0 billion. (KGTV) - Organizers of the Imperial Beach Sun and Sea Festival say they're ready to go this year, despite a recent sewage spill from Tijuana."It's always on my mind," says Co-Chair Shirley Nakawatase. "I think it's an ongoing situation that we have at the beach."Nakawatase says the spill shouldn't impact the festival, because they only use ocean water for the sandcastle competition. If the water is considered unsafe, they can use fresh water purchased from Cal-Am."We're going to request daily testing to make sure the bacteria count is low," she says, noting that testing will begin on the Monday before the festival.A recent sewage spill dumped 3.5 million gallons of sewage into the ocean south of Imperial Beach, prompting a full closure of the coast in the area. IMPERIAL BEACH, Calif (KGTV) -- A San Diego Cal Fire Firefighter kicked off his "Ride into the Light" on the first day of the year, to honor his fallen colleague Cory Iverson. Iverson died in December 2017 while battling the Thomas Fire in Ventura County. The cross-country ride last 31 days. Pittman organized the ride to raise money for the Iverson Foundation for Active Awareness (IFAA). The foundation was started by Cory's wife, Ashley, to provide peer support and mental health programs for emergency fiirst responders. IMPERIAL BEACH, Calif. (KGTV) - Early Sunday morning, 63,000 gallons of sewage spilled into Tijuana River. A representative with U.S. Section of the International Boundary and Water Commission tells 10News the spill came from the potable water Planetary Aquaduct around 4:30 am. They say Pump Station CILA was unable to divert water from this event and a trans-boundary flow of approximately 63,000 gallons occurred at around 4:30 am. The transboundary flow contained treated and untreated wastewater in addition to storm water runoff and groundwater that has made its way to the Tijuana River. Pump Station continues to operate and no transboundary flows are currently present. 686
