SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) -- California roads have some of the worst drivers in the entire country, according to a new ranking.Finance website SmartAsset reports that California ties with Missouri to take third on the list for states with the worst drivers.In order to rank states, the site looked at the percentage of drivers with insurance, the number of DUIs per driver, the average number of deaths per miles driven and how often residents Google terms like traffic ticket or speeding ticket.California ranked 12th for DUIs per thousand drivers and 11th for percentage of uninsured drivers. The Golden State also ranked 32nd for number of people killed per 100 million miles driven.It may give some comfort to know that California wasn’t ranked first. SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup.The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. SAN DIEGO (KGTV) -- County health officials are notifying people who may have been exposed to tuberculosis at locations throughout San Diego County. According to County News Center, three unrelated cases of the disease were reported in San Diego County between August 20 and October 18. Two of the cases were reported at San Diego County Sheriff’s detention facilities. RELATED: Tuberculosis case confirmed at San Diego Airport, exposure risk extremely lowThe third case was found in a person who arrived from out of town after being diagnosed with TB and spent time at one of the city’s bridge shelters. Investigators believe the individual arrived in San Diego after leaving a Long Beach hospital without permission. The third person died from “co-occurring medical conditions” at a local hospital on October 6. The periods of exposure are listed below: Aug. 20 to Sept. 6, 2019 at the San Diego Central Jail Detention FacilitySept. 6 to Sept. 15, 2019 at the George Bailey Detention FacilityOct. 16 to Oct. 18, 2019 at the Las Colinas Detention and Reentry FacilityAug. 20, 2019 to Sept. 9, 2019 at the 16th St. and Newton Ave. bridge shelterThe sheriff’s department is offering free testing for its staff and all identified people in custody while the County Health and Human Services Agency is offering free tests to those who may have been exposed and have no medical provider. SAN DIEGO (KGTV) — Approximately 200 California Army National Guard troops are in San Diego County at the request of San Diego Sheriff Bill Gore, to deter looting following last weekend's events in La Mesa.About 100 troops are stationed at the La Mesa Police Headquarters. The rest are in an undisclosed area ready to move anywhere in the county.“We’ve seen arson, we’ve seen looting, and especially in La Mesa where we were there assisting La Mesa Police Department,” said Gore. “To be quite honest, the crowd overwhelmed us, we had not enough resources there, and we were in a position of defending the La Mesa Police Department, so it didn’t get burned to the ground like two banks did.”After a chaotic scene unfolded in La Mesa on Saturday following a peaceful demonstration, several businesses were looted and damaged, two banks burned down, and La Mesa City Hall sustained fire damage.“I believe that the police were overwhelmed in La Mesa, and they need backup,” said La Mesa resident Teresa Olmsted. “There’s those that are trying to get their point across and those that are taking advantage.”Gore said the troops do not have the same authority as officers and cannot make an arrest, but they can detain suspects until officers arrive.They will guard businesses and buildings where needed.“They do not have peace officer powers. So they will be there to protect infrastructure, they can escort ambulances and fire engines if they need to get into a particular scene to put out a fire or render aid to somebody,” he said. “The enforcement actions will be left to police officers.
