SAN DIEGO (KGTV) -- A San Diego family wants to warn other about daytime burglars who may be posing as door-to-door salespeople.The Alvarado family just moved to a home in Allied Gardens. It is a safe neighborhood, but they noticed there are a lot of solicitors.Tuesday afternoon they were burglarized by a couple of young men wearing matching outfits.“I left the house for 25 minutes to pick up my daughters from school," Vanessa Alvarado said. "When I was coming down the street I noticed two young men walking quickly down the street, from my driveway, carrying both my guitars."Her daughters were also in the car as they drove up to their home, and burglars.“They looked up and saw me. They knew who I was,” Alvarado said. "They knew my car and they just sped down the street, made a sharp right turn."One of her daughters noticed the young men’s matching clothes.“I think they looked like salesmen. I noticed one of the had a binder in his hands with several things on top, which turned out to be my personal belongings,” Alvarado said.The home was locked at the time of the burglary.The thieves went into the backyard and broke in through a bedroom window, which was open a few inches but had a stopper device on it aimed to prevent anyone from opening the window further.Regardless, the thieves pried off the screen, and pushed the window open.The men made off with numerous items, including guitars, Kindles and jewelry. They left no fingerprints.“I went from trying to be strong for my daughters to realizing my wedding rings were gone and at that point, my heart just shattered into a million pieces,” Alvarado said.Now, the family is getting security cameras and they have dowels in the windows so they can't be opened.  1744

SAN DIEGO (KGTV) — A man who admitted to several "Peeping Tom" instances in the Pacific Beach area was sentenced Wednesday.James Wayne Hubbard, 48, was sentenced to 364 days in jail for the series of incidents between Sept. 11 and Oct. 12.Hubbard pleaded guilty to three counts of peeping and prowling as part of a plea deal. SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk. She adds that several sexually violent predators have been placed in East County in recent years and in some cases, the convicts ended up violating the conditions of their placement.In a letter to Judge David M. SAN DIEGO (KGTV) - A little more than a year in, homeless people using the new storage lockers in Sherman Heights are still having trouble finding homes.According to new numbers released by the San Diego Housing Commission, 895 people have used the storage lockers since they opened last June. But only 9%, 79 of them have been able to find longer-term or permanent housing.Lisa Jones, the Senior Vice President of Homeless Housing Innovations for the SD Housing Commission, admits that number is low. But she says people should not look at it as a condemnation of the project. She says the locker facility isn't designed to help people find housing, but to direct them to resources that can."If this were a shelter program, that's a number we'd expect to be higher," Jones says. "But we see it as a positive number, considering the fact that we don't actually have case management services on that site."However, the storage facility seems to be struggling to connect homeless people with those resources. According to the same study, only 22% of the people using the shelters are currently working with a case manager or social service provider. Of those, only 45.5% met with a case manager in the last week before the survey.But, Jones says the storage site still serves as a critical gateway for homeless people to get help."It's an engagement opportunity that's unique because they're building relationships with the folks as they come in," she says. "They can help reorient them and get them reconnected to services if they're not. And if they are in services, they can make sure they're accessing them to the best effect."Jones also says the new numbers show that neighbors fears of the facility bringing more homeless people to the area are unfounded. An average of 120 people visit the site each day, but they rarely stay in the Sherman Heights area.Before the storage facility opened, 12.5% of the people who answered the survey said they slept in Sherman Heights or Logan Heights. That number has since dropped to 10%. Meanwhile, the number of people sleeping downtown has gone up from 66% to 69.5%.RELATED: Timeline shows history of San Diego's Homeless Storage CentersJones says one of the most significant bright spots from the survey is the fact that 68% of the people using the lockers say they're still actively looking for a place to live. She says that's particularly encouraging because 73% of the facility's users say they are chronically homeless."When you get into that chronic homelessness, your challenges get greater," says Jones. "To some degree, you get disenfranchised or frustrated with the experience. It's the kind of thing where the longer you're homeless, the more challenging that life back into housing can become."Jones also says the lockers have allowed more homeless people to be able to work and go to school. Because of the lockers, they don't have to bring their belongings with them everywhere they go or worry about them being stolen overnight."We have people in these programs that are employed, that are bringing in work boots and tools at night because they don't want to store them on the street," says Jones. "We have people that use the programs that are in school, and they keep books and laptops and things like that in there."There's a value to the safety and security that you can't see in numbers." 3361

SAN DIEGO (KGTV) — A San Diego family is living in an empty home and says nearly everything they own is being held hostage by a moving company.They’re part of a growing group of people around the country who say they’re victims of a deceptive bait-and-switch operation. 10News has spoken to a representative of the moving company who denies wrongdoing.Over FaceTime, Brad and Vanessa Angle gave 10News a tour of their house in North Carolina. They recently moved there from their home in Poway. The family is sleeping on mattresses on the floor since their furniture and household items never arrived. The goal of relocating was to live a stress-free life, but the feeling of emptiness is driving them to tears.“It affects a lot it. It affects my daily life. I have to keep going, you know. I try to stand up every day for my kids. I have three kids that I have to be there for,” Vanessa said.What hurts the most is losing the memories. Her husband, Brad, says Titan Moving and Storage has the family’s irreplaceable belongings, like the photos and videos of their kids, and Vanessa’s wedding dress.On Titan Moving and Storage’s paperwork to the Angle family, it shows the company’s address is in Chantilly, Va.The Angles say the company had originally given them a binding estimate of ,300 with ,205 down. Yet after movers loaded everything up during the family’s moving day in July, the Angles say the movers claimed that the family had more items than what they were originally quoted for. The movers doubled the estimate.The Angles say the movers demanded a partial payment.“I think it was ,700-something dollars that we had to write a check for,” says Brad. He says his family was assured that any issues could be worked out with a company associate come Monday.Monday came and went. “[An associate] answered the phone on my first call and then immediately hung up and then wouldn't answer after that,” says Brad of his attempt to resolve the dispute with the company.The Angles stopped payment on the check and the situation went from bad to worse.The Federal Motor Carrier Safety Administration, or FMCSA, is the government agency that oversees interstate moving trucks. The agency reports that the carrier has never been authorized to move household goods. The FMCSA is currently investigating the carrier.This year alone, the FMCSA reports there have been 98 complaints filed against the carrier. Complaints have come in from customers like Chris Baumann in Florida. He says the company pulled a bait-and-switch operation on him.“If I didn't have a headset on, you'd hear this house echoing. It's empty,” he said over video chat about not receiving his belongings from the moving company.He and others say they had checked reviews before hiring the company. Titan Moving and Storage only has one star on Yelp, but there are other companies listed on Yelp with similar names and better reviews, causing confusion for customers. The Angles recently got what they call "hostage” photos from the carrier. They were sent pictures of their items that are being held at an undisclosed storage facility in California. The company tells us it won’t release anything until receiving a storage payment from the family.“They're trying to charge us over a thousand dollars a month for storage which is insane,” says Brad.Titan Moving and Storage’s website has been down for several days. A manager with the company told us they're not taking new customers. He declined a taped interview but acknowledged that the company does not have a license to move household goods.He claimed it was due to a “filing issue” and said the company works with licensed third-party movers. The FMCSA tells 10News that the company is still not authorized to use third-party movers for household goods. The manager also told us that the company tried to resolve the matter with the Angles last month by offering them a reduced moving fee.The Angles call that a lie.“I see it as a crime. They don't have a license,” adds Vanessa.According to the FMCSA, the FMCSA does not have the authority to resolve claims against a moving company. State law enforcement, transportation and consumer affairs agencies are responsible for pursuing suspected incidents of moving fraud and regulating the operations of intrastate moves.According to the California Department of Consumer Affairs, moving companies that operate within California are required to be licensed by the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal Insulation (BEARHFTI), part of the Department of Consumer Affairs.The BEARHFTI became the new licensing and regulatory home for household movers on July 1, 2018. The BEARHFTI is aware of the consumer complaints against Titan Moving and Storage but cannot comment specifically during the open investigation.A spokesperson tells 10News that the company is not licensed with the BEARHFTI.A sergeant with the San Diego County Sheriff’s Department tells 10News that its detectives are looking into the matter. 5031
