SACRAMENTO, Calif. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

RICHMOND, Va. — Crews have arrived to remove a statue of Confederate General J.E.B. Stuart from Richmond's Monument Avenue — an area of the city that contains several Confederate statues that Mayor Levar Stoney has promised to remove.The J.E.B. Stuart monument is one of about a dozen statues Stoney has ordered be removed from city property.Statues of Confederate General Stonewall Jackson and Confederate Naval Commander Matthew Fontaine Maury were removed from Monument Avenue last week and taken to an undisclosed location. A statue of Confederate President Jefferson Davis was toppled by protesters last month.A statue to Confederate General Robert E. Lee is located on state-owned property and could be removed once legal challenges to its removal make their way through court.The Stuart statue, erected in 1907, is the first monument Stoney promised would be removed following the holiday weekend.The mayor said it would cost .8 million to remove the statues. He said the money would come from the Department of Public Works and be reimbursed by a private fund.While city attorney Haskell Brown told Richmond City Council that Stoney did not have the power to remove statues, Stoney said he believed he is on sound legal ground to remove the statues using his emergency powers as the Emergency Management Director."That's in our Emergency Operations Plan. That is also the part of the governor's declaration of emergency that I'm the emergency manager," Stoney said. RIVERSIDE, Calif. (KGTV) - A rare crocodile monitor lizard is in the care of Riverside County Animal Services Friday while staff members search for its owner.Christine and J. Craig Williams found the five-pound, four-foot long lizard Wednesday at their Riverside home after their dogs began to bark at it, according to a news release.Animal Services Officer John Hergenreder used a loop to capture it. “It did not try to escape when I walked up to it, but it did start to hiss loudly,” Officer Hergenreder said. “It sensed I was coming to grab it.”“Crocodile monitors are not usually kept as pets by private individuals,” said reptile expert Kim McWhorter. “They need specialized care, mostly due to the large size they can reach. An owner would need a custom-built, room-sized enclosure. We hope the owner realizes we have their pet now. People are accustomed to coming to the shelter if they lose a dog or cat, but don’t necessarily think of us when they lose a lizard.”The Riverside City/County animal shelter in Jurupa Valley will hold the exotic pet for a period to allow the rightful owner to claim his/her lizard. He will be the first to tell you that a coloring book like this might not be for everyone. (AP) — California Democratic Party Chairman Eric Bauman announced Thursday that he plans to resign, following a cascade of sexual harassment allegations that emerged against him in recent days.Bauman's decision came hours after Governor-elect Gavin Newsom, a Democrat, called for the embattled chairman to step aside.
