SAN DIEGO (KGTV) - Surveillance video caught on team of thieves targeting a home in Point Loma. The home sits on a street just off Catalina boulevard. Last Thursday, just before 8 p.m., an SUV is seen driving up and then driving away. 12 minutes later, it's back. This time, it parks. As the camera switches to night vision, three figures emerge. On the side of the home, they are seen hunting for a way in. The dual-pane sliding door in the kitchen is later found shattered. The next time they are seen, the three burglars wearing hoodies are scrambling out of the home, two of them carrying safes. Once they reach the SUV, they toss the safes into the back and take off. Inside the safes: a partial coin collection and dozens of pieces of jewelry, many of them family heirlooms. "I'm angry amd there is a feeling of being empty," said David, who asked 10news not to identify him. One of the stolen pieces is an opal-and-diamond necklace belonging to David's 90-year-old mother, who is living with dementia. She helped design the piece to celebrate her journey from file clerk to business owner at the same business. "Something missing you can't replace ... My mother became a success in a man's world. SAN DIEGO (KGTV) — The City of San Diego could make the unorthodox move of refusing to reveal a directory of its 11,000-plus employees.A new memo from City Attorney Mara Elliott's office says officials fear doing so could increase the risk of cyber attack. "You have indicated that releasing all City employee email addresses at once could create a potential threat to the City's cybersecurity because it would make it substantially easier for bad actors to launch phishing attacks against the City, which could interrupt critical City operations," says the Sept. 20 memo. The Union-Tribune recently made a California Public Records Act request for names, work email addresses and phone numbers of all city employees, which is disclosable under the act. Cyber security experts say public agencies have been facing a barrage of hacking attempts because they control critical civic operations. Last year, hackers shut down some operations at the Port of San Diego, and the city of Atlanta has spent millions to recover a system after a ,000 ransomware attack. Ted Harrington, an executive partner at Independent Security Evaluators, said hackers often try to get victims to open attachments in emails, known as phishing. "It's an attack method where when the victim either clicks a link or downloads an attachment, that automatically installs some sort of malware or directors that particular victim to a malicious website, and then all kinds of bad things can happen from there," he said. The City Attorney's memo existing case law suggests there are circumstances where not disclosing the list of workers outweighs the public interest in disclosing them, but leaves it up to the city on a final determination. Jeff Light, the editor and publisher of the Union-Tribune, said in a statement that he understands the cyber security concern, but that it shouldn't keep the information from being disclosed. "Public information law in California says that 'access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state,'" Light said. "I don’t see how that principle squares with this theory that the government should not reveal the phone extension or email of a city employee."The City Attorney memo notes that while the city may not release a full directory, residents do have access to contact information for city officials they may need to contact. SAN DIEGO (KGTV) -- The man accused in the death of three migrants found in the trunk of a car in August was arraigned on related charges in San Diego court Tuesday. According to court documents, Neil Edwin Valera, a U.S. citizen who lives in Mexico, was arraigned in federal court in connection with the deaths of three Chinese migrants, including a mother and her 15-year-old son. The third person in the trunk was a female. None of the victims have been identified. Authorities say Valera is a truck driver from El Paso, Texas. He was arrested at a downtown bus station Saturday. Police discovered the bodies of the three migrants in the trunk of a 1999 silver BMW on August 11 after being called to the 2100 block of Jamie Avenue by a person reporting a foul odor. “The wind would start to blow a little bit, you can smell like, a really, like, it’s hard to explain. I’ve never smelled that before but I thought, well, maybe it was like trash or, you know, like that kind of smell but a very more pungent odor than that," a neighbor told 10News.Video recordings reportedly showed the same car crossing into the U.S. from Mexico on August 9. “These tragic cases are grim reminders that attempting to cross into the United States illegally in the trunk of a car – and putting your faith, hope and future in the hands of smugglers – is extremely dangerous,” said U.S. Attorney Robert Brewer. 1595

  

SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602
