SAN DIEGO (KGTV) -- Sky10 was there as police and firefighters responded to a car crash in San Carlos Friday evening. The crash, which happened just after 5:30 p.m., happened in the 6200 block of Del Paso Avenue, not far from Patrick Henry High School. The female driver hit the gas pedal instead of the brake when approaching the garage door, police said. She hit the washer and dryer, pushing them through the wall and into the house. The driver and occupants of the home were not injured in the crash. Firefighters helped pull down the garage door and advised the family to have a structural expert check the walls where the washer and dryer pushed through.   700

SAN DIEGO (KGTV) — Some Pacific Beach families say they no longer feel comfortable at their public library because of the homeless population."It's no longer a library it's a homeless shelter, and that's the word that's spreading."Racheal Allen spends hours each day crusading for public safety in PB. "If I was to enforce I'm going to suspend a toddler who falls asleep or I’m going to going to suspend an 80-year-old man who nods off reading the newspaper.”Jones says now, staff will wake a person up but they won't be kicked out if they're not disrupting others. "It was punitive and unfair and targeting a specific population," Jones said.Jones says one reason the policy changed was after a librarian found a teenager sleeping. Rather than kick her out, she had a conversation with the teenager. RELATED: Neighbors fed up with homeless trash on undeveloped?College Area lot"She found out the girl was a victim of sex trafficking, she was able to call police, get social workers here and get her reunited with her family," Jones said.But Allen says she's seen illegal activity outside the library and worries relaxing this rule will only lead to more problems."I want the library to consistently enforce their rules, I want guards to consistently patrol, it seems they are only on top of it when the community pushes them to be on top of it," Allen said.And that, she says, is no solution at all.  2180

SAN DIEGO (KGTV) -- Several business owners on University Avenue in Hillcrest say they were vandalized sometime late Tuesday night. The owners think the suspects shot at their windows with a type of pellet gun. At least three businesses had windows either shattered or broken. SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. The mayor's office said it would give updates every two months starting in April. The city hopes to launch the new service in 2021. SAN DIEGO (KGTV) — Seaport Village is seeing a bounce back in foot traffic now that the most stringent of coronavirus-related restrictions have eased.Port of San Diego officials say in the last month, 39,661 people came to the coastal shopping mall. That's more than double the 16,606 people that came through the center in the month after the shutdown order took effect March 13. The port took over management of Seaport Village about two years ago and invested more than million to spruce it up, create more in-person events, and add new tenants. The idea was to reverse the decline in the village, which had seen numerous closures. Ultimately, the port plans to redevelop the property with a hotel, office space, an aquarium, and a spire. "We're really just doing our best to set it up for the future, for us this is the perfect opportunity with all of the interest that we've gotten," said Lucy Contreras, a program manager in the Port's real estate division.In the last year, the Port has signed leases with Geppetto's, Spill the Beans Coffee, Mr. Moto Pizza House, Sam the Cooking Guy for a restaurant, and a Mike Hess Brewing tasting room combined with City Tacos. The duo already has a location in Imperial Beach and will take over a former restaurant spot on the center's western edge overlooking the bay. "Ever since then, and that's been like three and a half years, you tell people we're doing beer and tacos on the beach, beer and tacos on the water, nobody thinks that's a bad idea," Hess said. On Friday, the port signed a lease with the Malibu Farm restaurant for a Seaport Village location.The mall, which canceled many in-person events during the shutdown, started once again offering live music two weeks ago.
