A new report from the CDC and Rhode Island shows COVID-19 rates below one percent in childcare facilities with young children this summer. They also found a low rate of secondary transmission among these facilities, with 15 percent of coronavirus cases resulting in transmission to at least one other person.“The critical thing here is to build the confidence of teachers, the confidence of parents,” said Dr. Robert Redfield, Director of the Centers for Disease Control and Prevention. “This study provides data, that when things are done with vigilance in partnership with the public health community, you can, in fact, in a complex situation like child care ... you can reopen child care" and have low rates of secondary transmission. The study tracked coronavirus cases at childcare facilities in Rhode Island this summer. On June 1, the state was seeing a decline in coronavirus cases and hospitalizations, and allowed childcare programs to re-open after a 3-month closure.In order to reopen, the facility had to submit a plan to the state for approval that included reduced enrollment, a cohort of no more than 20 people including kids and staff, universal use of masks for adults, and daily symptom screening of adults and kids.Roughly 75 percent of licensed center and home-based childcare facilities were approved to reopen, caring for 18,945 children.Between June 1 and July 31, there were 101 possible child care-associated COVID-19 cases identified at the facility level; among those, 49 were excluded because they had a negative COVID-19 test.Of the remaining 52 confirmed and probable cases, 30 were children; that is roughly .16 percent of the 18,945 children in childcare in Rhode Island this summer. There were 20 teachers and 2 parents who are among the confirmed or probable cases.Cases were confirmed an average of two days after specimen collection.Contact tracing led to the quarantine of 687 children and 166 staff members; that’s roughly 3.6 percent of the total children in Rhode Island care facilities this summer being impacted by quarantine efforts.The cases happened at 29 of the 666 childcare facilities, in 20 of the facilities, there was a single coronavirus case and no transmission. Five of the 29 programs, 15 percent, had two to five cases.The remaining four coronavirus cases may or may not have had secondary transmission. Health officials state those facilities were breaking protocol by moving members of a cohort around to other classrooms, delayed reporting of symptoms, etc. that made it difficult to track.The CDC warns these results were only possible because of decreasing COVID-19 rates in the state, and the community effort to slow the spread of coronavirus. This includes wearing masks and practicing social distancing when around other people.“I understand masks can be uncomfortable to wear and hard to remember to bring when you go out,” Dr. Redfield said. “Schools are not islands in and of themselves, they are connected to the communities around them.”The study says maintaining stable staffing was one of the most difficult things; needing to cover teacher breaks, vacations, etc. while still maintaining the smaller cohort sizes.They recommend additional funding to continue with the smaller class sizes. 3271

A public housing building in Cleveland Heights, Ohio has become a target for at least one scammer posing as a nurse and offering free cancer screenings. But instead of giving people help, she walks away with personal information.One victim, Azzizat Crumble said she was flipping through the channels on Saturday when she heard a knock on the door."Opened the door and she said she was from Stephanie Tubbs' and they were going around doing cancer screenings," Crumble said.The woman was dressed in scrubs and even offering an incentive.  "If we were to agree to it, we would get a 0 gift card to Walmart in the mail," Crumble said.Crumble said it's not uncommon to see nurses in her assisted living building, so she agreed."She was like, 'Before we do it, I am going to need to see your ID and Medicaid card.' So I went and got it and she wrote the information down in a notebook," Crumble recalled.The woman then proceeded to swab Crumble's cheeks and was on her way within 10 minutes."And then she was like, 'Okay, well you will receive your card within five to seven business days," said Crumble.Crumble said she didn't think anything of it until she saw a sign on a bulletin board in the hallway of her complex. "Scam alert: If anyone comes to your door asking for your personal information, call the police immediately," Crumble said the sign read.Crumble said her social security number was on the Medicaid card she gave the woman, so she has since been monitoring her credit activity.Police say this is an on-going investigation. They believe at least four people were targeted, two of which handed over their personal information. Police say they do have a person of interest and potentially two others.  1848

A two-year audit of Facebook's civil rights record found "serious setbacks" that have marred the social network's progress on matters such as hate speech, misinformation, and bias. The audit's leader, former American Civil Liberties Union executive Laura Murphy, was hired by Facebook in May 2018 to assess its performance on vital social issues. The final, 100-page report released Wednesday outlines a "seesaw of progress and setbacks" on everything from bias in Facebook's algorithms to content moderation, advertising practices, and voter suppression."The purpose of this Audit has always been to ensure that Facebook makes real and lasting progress on civil rights, and we do believe what’s listed below illustrates progress," Murphy said in the audit. "Facebook is in a different place than it was two years ago — some teams of employees are asking questions about civil rights issues and implications before launching policies and products. But as I’ve said throughout this process, this progress represents a start, not a destination. While the audit process has been meaningful and has led to some significant improvements in the platform, we have also watched the company make painful decisions over the last nine months with real-world consequences that are serious setbacks for civil rights."In a news release, Chief Operating Officer Sheryl Sandberg said that the release of the audit couldn't have come at a more important time. "Facebook stands firmly against hate," Sandberg said in the release. "Being a platform where everyone can make their voice heard is core to our mission, but that doesn’t mean it’s acceptable for people to spread hate. It’s not. We have clear policies against hate — and we strive constantly to get better and faster at enforcing them. A storm system causing severe weather Sunday along the Gulf Coast is forecast to move off the East Coast, turn into a nor'easter and threaten the Northeastern United States on Monday night into Tuesday.The storm's exact path remains a bit uncertain, but the system will bring precipitation and wind in what will be the third significant winter storm in the past 10 days.A winter storm watch is in effect for 8.5 million people in New England, including residents of Boston and Portland, Maine. The National Weather Service Boston estimated 6 to 8 inches of snow for parts of Massachusetts, Rhode Island and Connecticut.New York, Philadelphia and Washington are only under a hazardous weather outlook at this time. The next forecast update will come at 8 p.m. on Sunday.The American model forecasts heavy snowfall for areas of New England and upstate New York, whereas the European model shows less snowfall. Still, both models agree there will be more snow on the way for the Northeast.If the nor'easter tracks closer to the coast, then stronger winds and coastal flooding may become issues as well.Last weekend, a powerful nor'easter that morphed into a "bomb cyclone" slammed much of the Northeast with heavy snow and rain, hurricane-force wind gusts, and significant coastal flooding. The storm left six people dead from falling trees, and about 900,000 people lost electrical power.As residents were still digging out from that snow, a second storm hit the Northeast late last week. The storm dropped heavy, wet snow in areas west of Interstate 95, leaving feet of snow in some areas. One 88-year-old woman died Wednesday when a tree fell and struck her in Suffern, in southern New York, police said.This winter's snowfall totals so far sit around the annual average at this point for the major Northeast hubs of Boston, New York and Philadelphia, according to the National Weather Service. 1937
