VISTA (CNS) - An Oceanside man who allegedly fatally struck a pedestrian in a crosswalk while fleeing from another crash was charged Friday with murder, among other charges.Wesley Stuart, 27, was also charged with gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving, and faces 15 years to life in state prison if convicted of all charges stemming from the Tuesday night death of 65-year-old Tran Thanhminh of Oceanside.Police said the initial crash was reported shortly after 10:15 p.m. Tuesday at Douglas Drive and Mission Avenue.RELATED: 65-year-old man killed, driver arrested in Oceanside hit-and-runInvestigators believe Stuart was driving a 2011 Chevrolet Silverado pickup and was speeding eastbound on Mission, ran a red light and collided with a Ford F-150 pickup that was northbound on Douglas, Oceanside police Sgt. Rick Davis said.After the crash, the Chevy driver backed up and headed east on Mission, where he struck Thanhminh in a crosswalk, dragging him about 150 feet down the street, the sergeant said.Thanhminh, who died at the scene, was with his wife at the time, though she was not struck, authorities said.The couple had just closed their restaurant for the day and were walking home when he was hit, according to the San Diego County Medical Examiner's Office, which stated that his wife had already crossed the street when she heard the crash, but did not see her husband when she turned to look into the street.Stuart allegedly continued on Mission before getting out of the pickup at Rancho Del Oro and fleeing on foot with a passenger, Davis said.Officers searched the area with the help of a police helicopter and apprehended the two outside Stuart's home, Oceanside police spokesman Tom Bussey said.Stuart was arrested. Voters in Maine are trying out a new election system this year.“It is going to be used this fall for the first time in the presidential race, and that was a focus of a series of court challenges that went back and forth up though just a few weeks ago before it was finally determined, yes it will be used in the presidential race,” said Mark Brewer, Professor of Political Science at the University of Maine.What is ranked-choice voting? And how does it differ from how you fill out the more traditional “choose one,” or plurality, ballot design?“Normally you'll have a grid of candidates, all the candidate names on the left side and all of your choice columns along the top,” said Chris Hughes with the Ranked Choice Voting Resource Center. “Once we get everybody's ballots in, you count up all the first choices. If anyone has the majority, they get 50% of all those first choices, then that person is the winner.”However, if no candidate gets 50%, “you eliminate whoever has the fewest first choices and count the second choices on those ballots instead,” Hughes said.Ranked-choice voting has already been used for some local elections in states like California.“The big surge we’ve seen in the last 20 years started in San Francisco. San Francisco adopted ranked-choice voting in 2002 to eliminate their run off elections. I can't imagine we will. Virginia Beach Police are investigating a shooting that seriously injured two people early Sunday morning.Officers were alerted to multiple shots fired in the area around 12:45 a.m. A woman was located and suffering from a life-threatening wound. Medics treated the woman and took her to the hospital.A few minutes later at 12:48 a.m., officers received word that a victim with life-threatening injuries was located in several blocks away. EMS treated and took the victim to the hospital for further treatment.A possible suspect has been detained and the investigation is ongoing.Prior to this shooting, police responded to another shooting at the 1900 block of the Boardwalk. A woman suffered non-life threatening injuries in the incident.There is an increased police presence throughout the oceanfront area due to College Beach Weekend. Problems with violence in past years have caused some to be critical of the event. Last year, thousands signed a petition calling for an end to College Beach Weekend after four people at the Oceanfront were injured from a shooting. 1078

WASHINGTON (AP) — Allied missiles struck at the heart of Syrian chemical weapons arsenal in a show of force and resolve aimed at punishing the Assad government for a suspected poison gas attack against civilians and deterring the possible future use of such banned weapons."A perfectly executed strike," President Donald Trump tweeted Saturday in the aftermath of his second decision in two years to fire missiles against Syria. "Could not have had a better result. Mission Accomplished!"His choice of words recalled a similar claim associated with President George W. Bush following the U.S.-led invasion of Iraq. Bush addressed sailors aboard a ship in May 2003 alongside a "Mission Accomplished" banner, just weeks before it became apparent that Iraqis had organized an insurgency that tied down U.S. forces for years.Syria's chief allies, Russia and Iran, called the use of force by the United States, Britain and France a "military crime" and "act of aggression" with the potential to worsen a humanitarian crisis after years of civil war.
