SAN DEIGO (KGTV) - A family in City Heights is going to save about 90% on their electric bill thanks to the non-profit GRID Alternatives. The organization installed free solar on their roof for Mother's Day. Erika Rodriguez is a single mother of three and she told 10News she would not have been able to afford solar without the program. She'll own the panels as long as she lives at the house. If she moves, the panel stays. The construction team doing the work is a team of all women volunteers. GRID Alternatives is also hoping to get more women into solar-related jobs. Currently, women only make up 27% of solar jobs.  661

SAN DIEGO (CNS) - A 16-year-old girl and 11 women were recovered during a two-day human trafficking operation in San Diego County that also resulted in the arrests of five men and a woman on a variety of charges, authorities announced."Operation Home for the Holidays" was conducted Monday and Tuesday and aimed at recovering juvenile victims and involved detectives from the San Diego County Sheriff's Department working undercover as sex buyers looking for online ads of suspected juveniles, according to a statement from the department.Child Welfare Services and a juvenile advocate assisted with the recovery of the teenager and the women were offered resources, the statement said.Deputies arrested five men for suspected prostitution-related violations, including one who was in possession of a gun at the time of his arrest. A woman was arrested for trafficking of a minor, the department said. It was unclear if the minor recovered was the one being trafficked by the woman."I'm proud of the great work being done by the San Diego County Human Trafficking Task Force," Sheriff Bill Gore said. SAN DIEGO — A University City rabbi says a teenager on a bicycle hit him over the head and yelled a racial slur Saturday, steps from his synagogue.Rabbi Yonatan Halevy, of the Shiviti Congregation, says this was the latest in a series of incidents by a group of teenagers targeting his congregation that has increasingly escalated. "Everyday they come by here, taunt us, throwing bottles at us, sitting on our roof blasting music, and then breaking a window to my van," Halevy said. "Last but not least, what happened on Saturday."Halevy moved the congregation of 44 families into a 3,300 square-foot space on the southwest corner of the UC Marketplace shopping center to allow for enough social distancing to celebrate the High Holy Days amid the Coronavirus outbreak. He says the group of teenagers routinely causes a nuisance on the property, but seems to single out his congregation, formally called Kahillet Shaar HaShamayim. On Saturday, Halevy says he was walking to synagogue with his father on Governor Drive, when one of the teens recognized them. He says the teen biked over, hit the rabbi over the head with a closed fist, called him the N-word and yelled a variation of white power before biking away. "I felt very scared, definitely unsafe for the first time in my life in this neighborhood," he said. Halevy called 9-1-1 and said police officers arrived 45 minutes later. They did not make an arrest, but he told them about the series of incidents. The congregation has also designated some of its members as security guards. The incident comes amid an increase in anti-Semitism in the United States. Last year, a 19-year-old allegedly entered the Chabad of Poway Synagogue, killed one congregant and injured three others, including a child. On Monday, Halevy said he met with four officers, including a San Diego Police detective and a community relations officer. He says they pledged to increase resources to the case and are going to search for the teens, getting school police involved. A police spokesman said it would be investigated as a hate crime. SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed.
