SAN FRANCISCO (AP) — Pacific Gas & Electric, which is blamed for some of California's deadliest recent fires, knew for years that dozens of its aging power lines posed a wildfire threat but avoided replacing or repairing them, it was reported Wednesday.The Wall Street Journal, using company documents obtained under the federal Freedom of Information Act, reported that the utility told the U.S. Forest Service in 2017 and 2018 that 49 aging steel towers on one transmission line needed replacement and another 57 needed replacement of their hardware and aluminum lines.The Journal previously reported that PG&E delayed safety work on the line, known as the Caribou-Palermo line, for five years.State investigators said an equipment failure on that line sparked a November wildfire that essentially wiped out the Northern California town of Paradise and killed 85 people. It was the deadliest and most destructive in state history.On Wednesday, the Butte County Sheriff's Office identified a previously unnamed victim as 67-year-old Shirley Haley of Paradise.Four other people have been tentatively identified while two bodies remain unidentified.After the fire, PG&E decided to stop using the line, which was built in 1921.PG&E also estimated

SAN DIEGO, Calif. (KGTV) -- When asked if his success is surreal, comedian Jo Koy said: "I earned it."Jo Koy, whose real name is Joseph Herbert, knew he wanted to be a comedian since the age of 11. He has been in the comedy scene since the late 1980s and said he "kept grinding." That hard work paid off as Koy is now getting ready to film his third Netflix special and performs to sold-out audiences across the country. Family has been a central theme in his routine, often talking about raising his teenage son and growing up with his Filipino mom. His son, now 16, is getting involved in helping dad refine his show. "He's an associate producer on [the Netflix special] 'Comin' in Hot.' He came up with my last joke... he's the one that told me to wear what I was wearing. That outfit, he picked it out," Koy said.Koy tells 10News his mom loves the attention, "My mom always wants more!" Koy said. When asked if there was enough diversity and inclusion in comedy, the half-Filipino artist he feels like the doors are now, "open and there's a lot more opportunity, but we still have a long way to go." He's not going to get much time to check out the sights in San Diego. He's focusing on work and putting on great shows at the Civic Theater this week. "I stay working, man! I'll stop working when I die! I'm always going to do stand-up," Koy said. "This is my passion. I'll be 80 and I'll be on stage... this is what I was born to do." SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. SAN FRANCISCO (AP) — A calm overnight allowed firefighters to make progress against a trio of massive fires burning in Northern California. But they are girding for the arrival of a weather system Sunday that will bring high winds and thunderstorms that could spark new fires and fan existing blazes that already destroyed nearly 1,000 homes and other structures and forced tens of thousands to evacuate. On Sunday, President Donald Trump said he approved a major disaster declaration for California on Saturday after speaking to California Governor Gavin Newsom."We're working very closely with the governor and very closely with a lot of great state representatives and local representatives. And we'll take care of the situation," Trump said on Sunday. Trump added that the federal government had already deployed over 26,001 first responders, and personnel to battle the wildfires.The fires surrounding the San Francisco Bay Area were started by lightning strikes that were among 12,000 registered in the state in the past week. SAN DIEGO, Calif. (KGTV) -- Elected officials, community activists, and law enforcement came together Monday to launch a new "Peace Movement" with the ambitious goal of ending violence in San Diego. Organized by District 4 City Councilmember Monica Montgomery, the goal is to find solutions to address the underlying root causes of violence and build trust between police and the communities they protect."It doesn't happen overnight," Montgomery told 10News. "It's continued understanding. It's getting in places where we're uncomfortable. It's listening to things that maybe we don't agree with all the time. Those are the things that will help us understand each other."San Diego Police Department chief David Nisleit said he's on board with the effort, specifically calling on people in communities beset by crime to come forward when they have information that could help investigators bring perpetrators to justice. Some community members are reticent to contact police. "We'll get there. There's no doubt in my mind we'll get there," Nisleit told 10News. "I'm going to focus on this as a positive step. We'll build those community partnerships. We'll work together. We're already doing that, we're just going to do it on a larger scale."Another speaker at Monday's press conference launching the initiative was Bishop Cornelius Bowser. As a former gang member himself, Bowser has tried to take a leadership goal in bridging the divide between residents and law enforcement. "I'm willing to lead the way and take those risks," Bower said. "But the struggle with me is when I try to do that, I need law enforcement to understand this and get my back. I need the community to understand this and get my back."Bowser says building relationships with both sides means walking a fine line, as the very appearance of a strong relationship with either side could encourage distrust from the other. He says the important thing is having the right people at the table having real conversations. He also believes developing trust will be a slow process. "You have to get one person at a time. You're not going to be able to go into a meeting and change 100 people in a meeting."One part of the new "Peace Movement" initiative is getting rid of gang graffiti.
