SAN DIEGO (CNS) - Authorities Monday publicly identified a 39-year-old firefighter killed over the weekend in a suspected DUI motorcycle crash near Lakeside.Ryan Ferrara, an engineer with the San Diego Fire-Rescue Department, was riding on the back of a westbound 2018 Harley-Davidson that crashed into a parked vehicle in the 13000 block of Piping Rock Lane about 9:30 p.m. Saturday, according to the county Medical Examiner's Office and California Highway Patrol.Ferrara died at a trauma center about an hour later, and the 36-year-old El Cajon resident who had been piloting the two-wheeler was hospitalized for treatment of severe injuries, CHP public-affairs Officer Jeff Christy said.Neither man -- the driver was not publicly identified -- was wearing a helmet at the time of the wreck, according to the Highway Patrol."Alcohol and/or drug impairment is suspected as a factor in the collision, and (it) is still under investigation with possible charges pending," Christy said.In a prepared statement, San Diego Fire Chief Colin Stowell said his and his employees' "hearts are broken by the news" of the death of Ferrara, who had been with the city emergency-services agency for 13 years. 1203

SAN DIEGO (CNS) - A San Diego judge's ruling today clears the way for the proposed Plaza de Panama project in Balboa Park to proceed.San Diego Superior Court Judge Gregory W. Pollack ruled both the project's proposed bond funding mechanism and an agreement of cooperation with the Plaza de Panama Committee to be legal, allowing the city to proceed with the plan to reduce traffic congestion in the park, according to the city attorney's office.San Diegans for Open Government argued that the city should have allowed voters to decide whether the city should rely on million in bonds to help fund the project.The City Council approved the project by a 7-1 vote in 2012, but six years of challenges and litigation stalled its implementation.The project will limit vehicle access and improve parking in order to restore the Plaza de California and Plaza de Panama as dedicated pedestrian areas."Balboa Park truly is the jewel of San Diego, and I am excited that the city can finally move forward with its plans to revitalize the Park for the enjoyment of San Diegans and tourists alike," City Attorney Mara W. Elliott said after the ruling.The Plaza de Panama project will also include improvements to more than six acres of park space and improved park access. SAN DIEGO (CNS) - A man who jumped onstage during a Taylor Swift concert at Petco Park in 2015 and was tackled by members of her security team -- seriously injuring one of them -- is scheduled to be arraigned Thursday for allegedly beating a man to death in the Midway District earlier this month. Christian Ewing, 29, was arrested last Friday for a parole violation and was re-arrested Monday on suspicion of murder in the death of 57-year-old Gregory Freeman. Freeman was found Dec. 5 in the 3900 block of Rosecrans Street near the Interstate 5 overpass, police said. Freeman, who had trauma to his upper body, was taken to a hospital but died four days later. One witness told police that Freeman was on the ground when a man began to hit him with some sort of object. The attacker then fled, said San Diego police Lt. Anthony Dupree. More than three years ago, Ewing sneaked into Swift's concert and jumped onstage while she was performing. He was tackled by security guards, one of whom suffered a broken rib. SAN DIEGO (CNS) - Eight residents and two pets were displaced Tuesday when a fire caused by electrical failure broke out in a Grantville apartment building, authorities said.The noninjury blaze was reported shortly after 5:35 a.m. at a two-story apartment building on Reflection Drive, in The Village Mission Valley apartment complex off Santo Road and Friars Road, according to the San Diego Fire-Rescue Department.Crews arrived to find smoke and flames coming from the roof of one apartment building, SDFRD spokeswoman Monica Munoz said, adding that all residents were able to escape safely before firefighters arrived.Firefighters knocked down the flames and kept the fire contained to an apartment on the second floor, Munoz said. A time of knockdown was not available.One other apartment on the second floor and one apartment on the first floor sustained smoke and water damage, she said. SAN DIEGO (CNS) - No charges were filed Wednesday against a 19-year-old man arrested along with three teenage girls for allegedly attacking and severely beating a 56-year-old man near Petco Park.The investigation is continuing into the case against 19-year-old Dominick Wells in connection with the attack that left Edward Leon Starland on life support, said Tanya Sierra, a spokeswoman for the District Attorney's Office.Three girls, ages 14, 15 and 17, also were arrested on suspicion of felony battery, said San Diego police Lt. Matt Dobbs. One of the girls had a detention hearing at Juvenile Court Wednesday.Starland was attacked about 2:10 p.m. last Sunday near the pedestrian bridge adjacent to Petco Park, Dobbs said.Police and paramedics found the victim unresponsive.Investigators determined the victim got into an argument with a group of teenagers and was knocked to the ground, then beaten, the lieutenant said.When witnesses started yelling at the attackers to stop, they fled east on Imperial Avenue, he said.Wells was arrested about 3:15 a.m. the next morning.
