SAN DIEGO (CNS) - Two U.S. Navy service members were sentenced in San Diego federal court Friday for their roles in an insurance fraud scheme that involved making false medical claims to a military insurance program in exchange for unearned benefits.Ronald Olmsted, 48, of Mobile, Alabama, and Anthony Coco, 43, of San Diego, are among 11 defendants indicted for allegedly filing false claims to the Traumatic Servicemembers Group Life Insurance Program. Prosecutors say the scheme defrauded the program of nearly million total.Olmsted was sentenced to four months in prison, followed by four months of home detention, which will be served as part of three years of supervised release. Coco received four months of home detention to be served as part of three years of probation.The U.S. Attorney's Office said the scheme was led by co-defendant Christopher Toups, 43, of Woodstock, Georgia, a former Chief Petty Officer construction mechanic who allegedly recruited Olmsted, Coco and other service members to create and file fraudulent claims to the Traumatic Servicemembers Group Life Insurance Program -- or TSGLI -- which compensates service members who suffer serious, debilitating injuries while on active duty.Prosecutors say Toups ran the scheme with assistance from U.S. Navy Commander Dr. Michael Villarroel, the medical doctor for the unit where Toups worked, and Kelene Meyer, a former Navy nurse who Toups was married to during the time of the offenses.Olmsted claimed that he was injured in a 2011 rappelling accident and fell down a flight of stairs in 2012, which left him unable to care for himself or do basic tasks. He received 5,000 from the TSGLI, and prosecutors say he sent ,000 to Toups.Coco alleged he reported on medical forms that he broke both ankles in a fall that left him confined to a wheelchair. SAN DIEGO (KGTV) -- A Barrio Logan business is on a mission to help students become the first in their family to go to college. Called the Barrio Logan College Institute, the business helps kids learn how to get into college. The program began in 1996 and helps students from third grade all the way through college. So far, 204 students have participated in the program. The programs offered are free, but parents are required to donate their time. The business began out of the need to help students in underserved communities. According to the institute, only three percent of adults age 25 and older in Barrio Logan have a bachelor’s degree. The institute also says only 38 percent of those 25 and older in the community have a high school diploma. Through the institute, many students have been able to go on to attend college. 88 percent of students who have gone through the Barrio Logan College Institute’s College Success Program remain in college working toward a degree. For now, the institute is focused on moving to a new location within the Barrio Logan Community, so far raising .1 million of the needed .5 million to buy the building. SAN DIEGO (KGTV) -- A famous San Diego bike trail is open just in time for July 4. Wednesday, SANDAG opened a one-mile stretch of the newly-relocated and upgraded Rose Canyon Bike Path. The path is a segment of the Coastal Rail Trail that stretches along Interstate 5 from north Santa Fe Street to just north of State Route 52. SANDAG says the path will eventually connect to the future 44-mile Coastal Rail Trail, which will extend from Oceanside to Downtown San Diego. According to the agency, the Rose Canyon Bike Path is part of a Complete Corridor, running along the future Mid-Coast Trolley light rail line. 622

SAN DIEGO (CNS) - Violent crime dropped in San Diego County in the first half of the year for the first time in six years, even though the region saw a spike in the number of homicides, according to a report released Tuesday by the San Diego Association of Governments.The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,356 in 2020, down from 5,545 last year.Mid-year violent crime totals from recent years were 5,510 in 2018; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounted to a 4% bump in violent crime.The report found there were 52 homicides in the first half of 2020, a dramatic increase from 38 homicides measured at the halfway point last year.A month-by-month breakdown of the homicides this year showed that seven were recorded in January, three in February, 11 each in March and April, and 10 each in May and June. In 2019, January had five homicides, February had six, March and April each had six homicides, May had eight and June had seven.Among homicides in which motive could be determined, 22% were attributed to robbery -- compared to 4% last year -- and 3% were attributed to gangs -- down from 19% last year, according to the report. No homicides were attributed to domestic violence this year, while 19% of last year's homicide were considered domestic violence-related.The report also found that overall domestic violence cases reported to law enforcement in 2020 increased each month from January through March, then decreased slightly in April and May before rising 3% in June, compared to the same time in 2019."The zig-zag percentages of reports in domestic violence regionwide could be attributed to the pandemic," SANDAG director of research and program management Cynthia Burkem said. "When you factor in social distancing, including families isolating together during stressful times and with less contact with mandated reporters, it could affect an individual's willingness to report a crime to police."Reports of rape fell to 432 after reaching 539 at the midway point of 2019. Further analysis showed the biggest month-to-month changes from this year compared to last year were seen in April and May.The number of reported robberies dropped 10% -- from 1,410 in 2019 to 1,268 this year -- while the number of aggravated assaults increased 1% -- from 3,572 in 2019 to 3,604 this year.Reports of property crime totaled 24,512 in the first half of this year, down from 27,239 during the same period in 2019.In 2020, 3,624 burglaries were reported throughout the county, a 3% drop from the first half of 2019. SAN DIEGO (CNS) - Three thieves, one armed with a gun, assaulted a man Monday during a pre-dawn home-invasion robbery in a Bay Terraces-area neighborhood. The victim spotted the trio of burglars inside the house in the 7100 block of Terra Cotta Road about 3:30 a.m., according to San Diego police. One of the intruders pointed a gun at the man while demanding valuables along with his cohorts, Officer Frank Cali said. During the confrontation, at least one of the robbers hit the victim with an unidentified object. After gathering property from inside the residence, the thieves fled in a stolen maroon 2011 Toyota RAV4, California license No. 6UJW830. The victim described the burglars as teenage boys or young men in their late teens or early 20s, dressed in dark clothing. No serious injuries were reported. 820
