Fat Bear Week is back, and voting is now open. The event is hosted by Katmai National Park and features a dozen brown bears preparing for hibernation.It’s an annual tournament comparing chubby bears and it’s getting renewed attention in 2020 as pandemic-weary Americans search for reasons to smile and look at adorable wildlife.Katmai National Park selects 12 bears preparing for the winter, some have names like “Holly,” who was 2019’s winner, “Grazer,” “Chunk,” “Otis,” and “Walker,” while others are identified by number. They then offer images of the bears from early this summer to images taken in the last few weeks to show how the animals are growing.Voting starts Wednesday and the head-to-head match-ups continue through October 6. Eyebrows were raised after a court filing Tuesday revealed former Trump campaign chairman Paul Manafort, now under federal indictment, has three U.S. passports.On top of that, he had filed for 10 passport applications in as many years, according to special counsel Robert Mueller, who is investigating Russia's alleged meddling during the 2016 presidential election.Three passports? We wanted to find some answers.Can you have more than one passport?Yes. U.S. citizens are allowed to have more than one valid U.S. passport at the same time, according to the National Passport Information Center, which is a division of the U.S. State Department.But in most cases, you are only allowed to have two valid passports at a time, according to the NPIC.As NPIC notes on its website, holding a second passport "is the exception to the rule."It remains unclear why Manafort has three."Having three valid U.S. passports is incredibly unusual and normally would raise a red flag," said Valentina Meehan, owner of New York-based passport and visa expediting service Passport Plus.The State Department declined to comment on Manafort's passports.An official from State said in a statement that its general policy is that "no person shall bear or be in possession of more than one valid or potentially valid passport of the same type (regular, official, diplomatic, no-fee regular, or passport card) at any time, unless authorized by the Department of State."The spokesperson noted that requests for more than one passport are reviewed on a "case-by-case basis."How do you qualify for a second passport?Typically second passports are given to frequent travelers, especially those who travel overseas for business a lot, said Meehan.One reason you might hold a second passport: if your primary passport contains stamps or visas to other countries that may cause the country you plan to visit to deny you entry, according to the State Department. For instance, if your passport shows that you have traveled to Israel, countries like Lebanon and Libya may not allow you in, Meehan said.Another scenario in which you might be granted a second passport is if you have submitted your primary passport for a travel visa or some other administrative reason but have an immediate need to travel to another country."Sometimes your passport can be stuck with a consulate or embassy for weeks for a visa," said Meehan. ENCINITAS, Calif. (KGTV) - People who live on Bonita Drive in Encinitas want the city to stop a 10-home development on their street. They say it will make the area more dangerous if a wildfire breaks out."It's a huge concern," says Sione Schad-Siebert. "When the fire starts, and Santa Ana winds blow, they move fast, and you need to get out fast."Plans for the project call for 10 single-family homes to be built on a mostly empty 2.4-acre lot. People who live around it say adding the homes will allow fires to spread faster and cause more congestion on the street if people need to evacuate.Schad-Siebert showed 10News parts of the street where the road narrows to just over the width of a couple of cars. She says fire engines can hardly get through as it is. She also worries that a nearby open-space nature trail could catch fire and decimate the neighborhood."If there's ever a fire in the canyon or if a house here catches on fire, the fire department will not get here in time to stop the fire from spreading through the neighborhood because of poor access," she says.The City Planning Commission approved the project in November, but the residents have filed an appeal.In the appeal, they list fire danger as one of six problems the new homes will bring to the area. Among the other claims are traffic issues, environmental concerns, and questions about ways they say the project skirted city rules during the approval process."I feel like the city's kind of losing its soul," says Schad-Siebert. "I feel it's selling out to developers from out of town that just want to make a lot of money."Housing has been a problem in Encinitas, where city leaders have traditionally shunned large developments. Until 2019, it had been more than two decades since the city successfully submitted a housing and growth plan to the state. The mayor says that has to change.As for the appeal, the Planning Department staff issued a 23-page memo refuting the claims point-by-point. It says the City Council should deny the appeal and move forward with the project.Schad-Siebert says if that happens, she and her neighbors plan to file a lawsuit to stop the construction.The Encinitas City Council will vote on the appeal at Wednesday night's meeting, which begins at 6 pm. (KGTV) - Escondido restaurant owners made the decision to stay open for indoor and outdoor dining after a court ruled Friday evening they must be take out only.On Grand Avenue, it looked like a time warp. People were back under tents and umbrellas eating and drinking on the patio and some indoors.At Tony Pepperoni Pizzeria, the sign in the window blinked "Open.""The restaurant business isn't something you can say hey close, open, close," Tony Pepperony Pizzeria Owner Joe Locricchio said.That's exactly what he's been dealing with for the last 10 months."We have livelihoods on the line... I have single mothers okay, they need to buy diapers. I have guys that haven't had a job and they're walking out of here with money every night in tips." Locricchio said his 80+ employees are like family.Staying open hasn't come without challenges.He said he was criminally cited by Alcoholic Beverage Control and issued a cease-and-desist order by the City of Escondido.His restaurant on Grand Avenue just opened 17 days ago.When asked what he had to say to critics who think he should close and are worried about the coronavirus killing San Diegans, he said, "listen, my heart goes out to everybody that's passed away, one death is too many. To those critics who have something to say about my decision, listen I respect their decision. I respect that they have the choice to not have to come here they don't have to support me, all I ask is to support my decision."He said strangers have yelled and ranted to him about his decision.He said what is more compelling, is how the community has shown their support, "it's been an overwhelming response. It makes my hair stand up, I'm going to be honest with you, the community has been unbelievable."Other restaurants are staying open too and Locricchio encourages more to follow their lead.This while hospitalizations continue to soar and health officials say it's safest to stay home.Locricchio said the choice is yours.He said the criminal citation means he could have his Liquor License temporarily taken away.
