UPDATE 8:54 p.m. - Nov. 9, 2019SAN DIEGO (KGTV) -- The San Diego Police Department has called off Saturday's Amber Alert after determining that the man who reported his vehicle stolen with a child inside filed a false report.The man told officers that his acquaintance, 29-year-old Osman Rahimi, drove off in his vehicle with an 11-year-old inside, according to SDPD Lt. Shawn Takeuchi.The man described the boy, named Johnny Diaz, as a Hispanic child, 4 feet tall, wearing a white shirt and “Transformers” pajama pants."Detectives contacted the California Highway Patrol to put out an Amber Alert in an effort to find the boy," said Takeuchi.Oceanside Police Department officers located the vehicle and Rahimi near the Aliso Creek Rest Area but the child was not with Rahimi."SDPD officers took custody of Rahimi and transported him to SDPD headquarters along with the man who made the report, and the Amber Alert was cancelled," said Takeuchi.Takeuchi said they conducted numerous interviews and determined that no child was involved. Detectives are still working to determine if Rahimi is responsible for stealing the car.The man who made the report, who has not yet been identified, may also face charged of filing a false report, according to Takeuchi."While it appears the original report was false, the mission of our department is to protect all life," said Takeuchi. Uber has announced a new subscription service to help customers avoid price surging.Titled "Ride Pass", the new service is only available in five U.S. cities at the moment.According to the BBC, the service costs .99 a month in Los Angeles and .99 in Austin, Denver, Miami and Orlando. Under a court settlement, people aren't supposed to be able to legally download plans for 3-D printed guns until Wednesday.But because designs for the guns have already been posted online, by Sunday more than 1,000 people had already downloaded plans to print an AR-15-style semiautomatic assault rifle, according to the office of Pennsylvania Attorney General Josh Shapiro.Shapiro has been fighting to keep 3-D printed guns out of Pennsylvania. At an emergency hearing held over the phone Sunday, the attorney general's office asked a judge for a restraining order that would block a website run by gun-rights group Defense Distributed from being accessible in Pennsylvania. The group's site allows people to download plans to make 3-D guns.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday that more than 1,000 AR-15 gun plans have been downloaded but wouldn't confirm Shapiro's claim that they were only downloaded since Friday."This is a free speech case. Tucson Police's Operation Division South Motor Squad took a different and non-traditional approach to help raise awareness for safe driving on Thursday.According to the department, mannequins were placed at different intersections around Tucson in an effort to lower collision statistics and urge drivers to pay better attention to their driving and what is around them. The mannequins were dressed like officers and placed in and around police vehicles near intersections that are or have been known for vehicle crashes.This is the first time TPD has utilized this method by using mannequins.Tucson Police said drivers can expect to see the mannequins out again Aug. 21 but the location has yet to be determined.  732
