CAMP PENDLETON (KGTV) - Marine Corps Base Camp Pendleton is balancing mitigating risk of exposure to the coronavirus with training to keep Marines ready for deployment."Changes of command are smaller, retirements are smaller," Col. Jeff Holt, Deputy Commander for Marine Corps Installations West, Camp Pendleton, said.At changes of command, Marines are masked and six feet apart, and large formations are no more."We have mitigation measures to protect our people but life's not perfect, life gets in the way. We have to overcome those obstacles and challenges because we have a greater mission and that is to our nation," Col. Holt said.The Marines take pride in the 'First to Fight' motto. The 13th Marine Expeditionary Unit (MEU) is deployed in Jordan and the 15th MEU is preparing to deploy. Coronavirus is not creating a delay."There are choices that are made to protect the people but also to replicate what we would face in combat because the requirements of the Marine Corps do not stop," Co. Holt said Marines are training the way they would fight overseas.Units are quarantined for two weeks before and after deployment to ensure everyone is healthy. When units are training they are isolating, they do not go home each night. Marines are asked health screening questions and given temperature checks.It's not just training that has changed, the commissary and thrift store have a strict cleaning schedule and safety barriers just like San Diego's grocery stores.Col. Holt said they've been learning from San Diego and took notes, implementing strategies used at Marine Corps Air Station Miramar when flights from Wuhan, China arrived. The plane was carrying U.S. citizens that were stranded in Wuhan because of the coronavirus outbreak.At Camp Pendleton, restaurants are also similar to what you would see around the county. The only exception is the chow hall, Col. Holt said, "you might have a table of six that only has two people at it and you sit diagonally six-foot across."Gyms are similarly spaced out and cleaned often.Co. Californians have voted to carve out specific gig workers from a state employment law about who is considered an employee and eligible for benefits.That means people who drive for Uber and Lyft will remain classified as independent contractors and will not be eligible for employee benefits.A California Supreme Court decision in 2018 created a strict test to decide whether a self-employed worker, like gig workers, should be considered employees.In response to the ruling, lawmakers amended Assembly Bill 5 in 2019 to add additional professions where services could be provided by independent contractors, and would not necessarily be employees. However, no changes were made for app-based companies like Lyft, Uber and DoorDash.The state law made app-based drivers employees, and would pay them for their time both while they are driving and they are waiting for a new ride, and offer employee benefits like paid sick leave and workers compensation for one-the-job injuries, the Los Angeles Times explains.Since the proposition has passed, drivers will remain categorized as independent contractors, although the proposition includes wording to require companies to provide an hourly wage for time spent driving equal to 120% of minimum wage. The language also gives drivers a stipend for purchasing health insurance coverage when their driving time averages at least 15 hours a week. However, only hours spent driving counts toward that total, not the time spent waiting between trips.Proposition 22 was launched and partially funded by Lyft and Uber. BURBANK, Calif. (AP) — Traffic was backed up for miles for thousands of drivers Friday night on a busy Los Angeles-area freeway after a chase that lasted well over an hour and saw the driver repeatedly back into police cruisers.At one point after backing into a cruiser, the man gestured from his window with what appeared to be a knife.The man drove onto Interstate 5 in Burbank the wrong way, eventually passed a police barrier and rammed into several cars before stopping.Police evacuated drivers from their cars while they had their guns trained on the car. The driver eventually got out. It appeared that officers used a stun gun on him, prompting him to get back into the car.A standoff pursued and eventually ended after the man got out of the car, laid down for a while and tried to run away. CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927
