Some details of the meeting were made public on Sunday.At the meeting, Wen said, "Ordinary people are in the best place to evaluate government's work, and listening to public opinion will allow us to know how government policies are carried out at grass-roots level, and what difficulties people are facing."Liu Hongwei, a farmer from northeastern Heilongjiang Province, suggested that government increases investment in agricultural water conservancy projects in case of natural disasters such as severe drought this winter in north China.Wen said this year the government would invest more in water conservancy while starting retrofitting the grid in rural areas to guarantee electricity supply for both residential consumption and irrigation of crops.Wen also assured Liu that the government would raise purchasing price of grains so as to protect the interests of grain farmers.Xie Yuanli, an electric welder from northeastern Jilin Province, expressed his wish that governments give greater support and care to industrial workers.Dong Zhiping, a migrant worker working on construction site in central Hunan Province, complained that some enterprise owners refuse to pay migrant workers insurance against work-related injuries, and many migrant workers are not aware of their rights."Once a worker gets injured, his family would suffer grave financial difficulties without the insurance cover," Dong said.Wen said the government was working on the issue, such as promoting better implementation of government regulations on workplace injury-related insurance, which became effective in 2003.The meeting also touched upon issues of favorable policies to small and medium-sized enterprises, fair treatment of village doctors, stronger support to facilities for senior citizens, boosting space science and technology and improving vocational training, among others.The drafts of the 12th five-year program, or the national development plan for 2011 to 2015, and the government work report will be delivered for review early next month at a plenary session of the National People's Congress (NPC), China's national legislature.

It is a time for family reunions, gift giving and fireworks.It will be even merrier for the survivors of the Wenchuan earthquake in 2008, who just moved into their new homes in the new town.The earthquake survivors are preparing for the first Spring Festival in their new homes.Xia Tianfeng of Beichuan County, Mianyang City, is sticking red paper decorations onto the windows of her new house for good luck in the New Year."We finally have our new house. Why wouldn't I be happy?" asked Xia.She and her family lived in a makeshift house for two years before moving into their new house one month ago.Dong Depa, 43, and his family moved into their new house in Yingxiu Town, the epicenter of the quake, five days ago."I can pay off the debt incurred to build the house in two years," said Dong, who spent only 30,000 yuan (4,541 U.S. dollars) for the house's construction and decoration, with the rest being shouldered by the government.Dong lost his two children in the quake but he and his wife have since had another child, a son."Last year, we spent the Spring Festival in the dormitory of the brick factory where I work as a cook. Now we can finally enjoy the festival in our own home," said Dong, unable to conceal his joy.Xia told Xinhua the ceremony for the new county seat was the real taste for a happy new year.Reconstruction has finished in the quake-hit zones in Sichuan, with most survivors now in their new houses.In Beichuan County alone, 96.5 percent of the survivors already have their new house.The new county seat is located in Yongchang Town, about 23 kilometers from the quake-leveled old one.The 8.0-magnitude earthquake struck southwest China on May 12, 2008, leaving about 80,000 people dead or missing.Waving goodbye to their temporary barracks, 7,397 households have been allocated new apartments, among which 3,504 households were former Beichuan residents, while others were from different Wenchuan earthquake-hits regions."The new apartment has already been simply decorated by the time I received the door key. With our new furniture, we can wait no longer to move into the home," said 45-year-old Xie Xinghe, a former resident of Beichuan.Including 50,000 yuan (about 7,575 U.S. dollars) in loans, Xie paid a preferential price of 79,600 yuan (about 12,000 U.S dollars) for the 100 square meter new apartment.Losing his only son in the earthquake, Xie and his wife adopted a one-year-old boy."It is the child who brings me new hope for the future," Xie said. BEIJING, Feb. 10 (Xinhua) -- China's drought control authorities announced Thursday that hours of snowfall and irrigation have eased to some extent the severe drought in parts of the nation.Rapid spreading of the dry spell in the country's winter wheat producing regions has been curbed by wide-spread snowfall in the areas along the Yangtze, Huaihe and Yellow rivers and in the country's northern part on Wednesday and Thursday, the Office of State Flood Control and Drought Relief Headquarters said in a statement on its website.Drought-hit areas in Henan and Anhui, which are two major wheat-producing provinces, were reduced by 6.3 million mu (420,000 hectares) and 4.1 million mu, respectively, from Wednesday, the statement said. The agency added that irrigation also contributed to easing the effects of the drought.The statement said that as of Thursday, eight drought-hit provinces had irrigated 143 million mu of drought-affected wheat producing areas, which accounts for 52 percent of the combined winter wheat producing areas in the provinces. The eight provinces include the territories of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.As of 3 p.m. Thursday, the drought had affected 101.28 million mu of crops nationwide and left 2.81 million people and 2.57 million heads of livestock short of drinking water, said the statement.Cloud seeding on Wednesday and Thursday during a recent cold front, also helped alleviate drought in some regions, according to a report posted on the website of the China Meteorological Administration on Thursday.The report also said that the artificial precipitation had mitigated the shortage of moisture in the soil in parts of Henan and Anhui. The situation is expected to improve as the rain and snow continues.However, experts urged more measures from local governments to ensure winter wheat production since the current precipitation is not adequate to "completely ease the drought", the report said.

It also urged authorities to step up price checks ahead of the Spring Festival.
