SAN DIEGO (KGTV) — San Diego runners take off in the first of three races this year as part of the Triple Crown series.The set of runs includes the Carlsbad Full or Half Marathon on Jan. 19, La Jolla Half Marathon on May 26, and America's Finest City Half Marathon on Aug. 16.To join the Triple Crown series, runners need only register to finish each event in the same calendar year, beginning in Carlsbad. SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. San Diego Mayor Kevin Faulconer says Lime Bike, Bird, Skip, and Lyft have all violated its terms of operation in regards to geofencing and operating restrictions.Bry said a temporary ban is needed ban until a "fiscally responsible, well-thought out" plan is developed. 2282

SAN DIEGO (KGTV) - Students and staff at the King-Chavez Community High School Freshman academy have had a tumultuous few months.  They were displaced from their classrooms location at 1010 Second Avenue in downtown.The building closed down earlier this year for asbestos treatment, displacing many tenants including the school.RELATED: 550 San Diego city workers relocated due to asbestos“It’s been a nightmare,” Principal Kevin Bradshaw said, saying it was a very abrupt closure. “We left school on a Friday evening, came back on a Monday morning and we were locked out," he said.In a statement, the building manager said this to 10News: “We sent an email notice to all tenants immediately following notification from the regulatory agency."Bradshaw says they were not given time to move their things out of the classroom, in fact, they weren’t even allowed to retrieve their equipment. “We have televisions, computers, student’s work, teacher’s items, anything you would have in any normal campus is still in the building,” Bradshaw said. He says they’ve had to replace all those things in order to continue the education of students. The school also had to move their classes to the Boys and Girls Club in Clairemont. Bradshaw says that means they've had to bus their students to that location every day for more than two months, and the bills are racking up.He’s hoping they will be reimbursed.“The owner and all parties involved are actively evaluating the expenses associated with the shutdown,” building management told 10News in a statement. They went on to say that “the building has undergone extensive testing in accordance with the regulatory requirements for occupancy,” and is completely safe now.Bradshaw says he’s still not ready to bring students back to the building until he’s sure it’s safe and they won’t be displaced again. 1889

SAN DIEGO (KGTV) - Students at three Vista Unified School District secondary schools are pivoting to virtual learning on Thursday.The district confirmed Vista High School, as well as Roosevelt and VIDA middle schools, are making the switch after a positive COVID-19 case at each school.According to rules the district's School Board adopted in late October, if one school has two or more positive cases, the whole school will shift to virtual learning for 14 days. If three secondary schools see one case each, the schools would have to do the same -- which is what happened in this case of Vista High, and Roosevelt and VIDA middle schools.The schools are expected to return to in-person learning on Dec. 1, according to the district website.Three other Vista Unified schools -- Rancho Buena Vista High School, Madison Middle School, and Vista Magnet School -- also went back to virtua

SAN DIEGO (KGTV) -- San Diego’s Planning Commission met Thursday to discuss potential new rules that would help regulate the short-term rental industry in the city.A plan proposed by City Councilmember Jennifer Campbell was first introduced in July after a compromise was reached among members of the hospitality industry and short-term rental companies.The plan would implement tighter restrictions such as capping the number of short-term rental permits that are granted. There are also plans to require a two-night minimum stay to avoid one-night stays that are often connected to big parties that concerns residents.A representative for Campbell says implementing tighter regulations will help law enforcement address any problems that may arise.The proposed plan creates penalties and fines for those who violate the city’s “good neighbor” policy.More than 500 people signed up to voice their opinion about this proposal during Thursday’s virtual meeting.One caller said, “We depend on this for our livelihood, especially since the pandemic has taken a toll on us already. Without having the ability to host, many of us will be forced to leave our homes.”Another caller added, “This has been an issue for years. It’s now time to act and bring it to a close.”The next step will be to send the proposal to the full City Council for review. 1350
