BEIJING, Oct. 15 (Xinhua) -- China's senior political advisors convened here on Wednesday to discuss the new Party decision on rural reform and advice on the issue.     During the four-day third meeting of the Standing Committee of Chinese People's Political Consultative Conference (CPPCC) National Committee, political advisors were expected to carefully review the decision made at the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee that closed on Sunday, said Jia Qinglin, the CPPCC National Committee chairman who presided over the meeting.     The CPPCC had made great efforts to study the issues of agriculture, rural development and improving farmers' life, he said. "We hope political advisors can present their findings, put forward proposals and contribute to the rural reform and development." BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.

VICTORIA, Nov. 12 (Xinhua) -- At the invitation of Seychellois President James Alix Michel and Speaker of the country's National Assembly Patrick Herminie, Chinese top legislator Wu Bangguo arrived here Wednesday afternoon to begin an official visit to the country on the final leg of his five-nation African tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid development of the China-Seychelles relations in the past 32 years since the two nations forged the diplomatic relations, noting that the bilateral cooperation between the two nations have brought concrete benefit to the two peoples. ADDIS ABABA, Nov. 9 (Xinhua) -- China's top legislator Wu Bangguo said here Sunday that China's relations with Ethiopia have been developing quite rapidly in recent years and have been pushed up to a higher level.     He made the statement during talks with Speaker of Ethiopian Council of People's Representatives Teshome Toga.     "Since our countries established foreign relations with each other, especially, since their comprehensive cooperation partnership was formed in 2003, high-level exchanges between our two countries have been more frequent and bilateral trade has been shooting up," Wu said.     "Now our relations have ushered in a new era," he added.     Wu said that both China and Ethiopia are developing countries and therefore face the similar issues such as economic development. The rapid booming of both economies have provided new opportunities for deeper and wider cooperation.     "This is conducive to the welfare and the basic interests of both countries and peoples, as well as constructive to world's peace and prosperity," Wu said.     The Ethiopian speaker agreed with Wu's comments on relations of the two countries and said that Wu's Africa tour, especially, the visit to Ethiopia, is of high importance and can further boost bilateral ties.     Teshome Toga also thanked China for its unconditional support for Ethiopia, adding that the two countries can cooperate better in trade, investment and finance sectors.     He said that Ethiopia will, as it has done in the past, continue to stick to "One China" policy and Wu expressed his appreciation for his Ethiopian counterpart's firm commitment as such.     Wu is on a five-African nation tour. Ethiopia is the third leg of his two-week-long visit to Africa.

UNITED NATIONS, Jan. 27 (Xinhua) -- Zhang Yesui, the Chinese permanent representative to the United Nations, met with Susan Rice, the new U.S. ambassador to the world body, here on Monday afternoon, and they exchanged views on the Sino-U.S. relations and other world and regional issues of common concern, diplomatic sources said here Tuesday.     During the meeting, Rice briefed Zhang on the key points of the foreign policy of the Barack Obama administration, the sources said.     The two sides also exchanged views on the Sino-U.S. relations, and other international and regional issues of common concern. They agreed to strengthen their consultation on and cooperation in the affairs of the United Nations, the sources said.     The new U.S. ambassador made her UN debut on Monday by presenting her credentials to UN Secretary-General Ban Ki-moon.
