SAN DIEGO (KGTV) - Just ahead of this holiday week, San Diego's Cross Border Xpress (CBX) unveiled new biometric facial comparison technology. The CEO of the sky bridge that connects travelers directly to the Tijuana International Airport told ABC 10News that it will further secure and streamline travel into the United States. The U.S.-Mexico border is still closed to non-essential travel because of COVID-19. CBX CEO Jorge Goytortua said CBX is still not encouraging people to travel right now but if they do, they can take advantage of this technology.“Within seconds, the technology will recognize the passenger in a [Customs and Border Protection (CBP)] database,” said Goytortua. He told ABC 10News that the comparison process happens only at a time and place where travelers are already required by law to verify their identity by presenting travel documents. Goytortua says that when a traveler arrives at the CBP processing area, he or she will have a photo taken at the primary inspection point. A CBP officer will do a review by retrieving the traveler's passport or visa photo from government holdings. The new photo will be compared to the previously collected photo.“It's going to be a hands-free process. It's going to be a much faster process,” he told ABC 10News.He added that CBX does not have access to the photos. Only CBP officers can see them. If travelers are still concerned about privacy, he said it's not mandatory to use the technology. “You can ask the officer if you don’t want to be processed like that then you will be processed the traditional way with your document read it on the scan. A CBP officer [will] research on their system and make sure that the person that is presenting the document is the one there in front of the officer,” he stated. 1790

SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license. The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction. Earnest is accused of fatally shooting Chabad of Poway congregant Lori Kaye and injuring three others on April 27. He is now facing more than 100 federal hate crime charges. 2496

SAN DIEGO (KGTV) — It’s one of the few drugs shown to help fight the novel coronavirus, and a large federal study on remdesivir just entered a new phase.Previous research sponsored by the National Institute for Allergy and Infectious Disease showed remdesivir shortened recovery time in hospitalized COVID-19 patients on average from 15 days to 11 days. Now scientists and doctors are racing to find the perfect cocktail against COVD-19 by blending remdesivir with other drugs.California-based Gilead Sciences originally developed the drug to fight Ebola, but remdesivir was never approved. Gilead Sciences has offices in Oceanside. The drug works by interrupting the virus’ ability to replicate.“Remdesivir acts by shutting down virus production,” said Dr. Peter Chin-Hong, an infectious disease expert at University of California San Francisco. “It just forces the virus to stop making virus children.”Dr. Chin-Hong is studying remdesivir as part of the NIAID research. The problem is that stopping the virus from replicating isn’t enough for some severely ill patients. They suffer from a second problem: massive inflammation from the immune system’s war with the virus. That’s why scientists are trying a cocktail approach.“You have the virus to take care of, but you also have the body's response to the virus, which is inflammation, that you also have to take care of,” said Dr. Chin-Hong.Researchers started testing the first drug cocktail in May, using an arthritis drug called baricitinib that tames inflammation. But as the data on that part of the study gets crunched, researchers began testing the second cocktail this month, a combination of remdesivir and interferon beta.“Interferon beta is something we produce naturally to fight viruses,” said Dr. Chin-Hong. He said studies have shown people who don’t produce enough interferon beta struggle to fight off the virus.Researchers selected interferon beta after two small studies showed promising results against the coronavirus.Interferon beta can both reduce inflammation and kill viruses, so doctors are hoping it will be a potent one-two punch with remdesivir.Dr. Chin-Hong said he and other researchers started administering the new cocktail this month. Some patients will receive the cocktail, some will receive a placebo, and some will get remdesivir only. This kind of clinical trial is called an adaptive trial, which the FDA started encouraging in 2004. After each phase, the winning drug or cocktail will be tested against a new challenger.Dr. Chin-Hong said the eventual cocktail may include three or more drugs, similar to HIV medication. 2617

SAN DIEGO (KGTV) — Mark your calendars, Padres fans. The team is giving its first look at next year's new brown uniforms this fall. The Padres are set to debut their new 2020 uniforms at an event on Nov. 9 at Petco Park, a team spokesperson confirmed to 10News. The news originally dropped after President of Business Operations Erik Greupner revealed the date on Twitch.Since January, fans have waited in anticipation of seeing the new brown uniforms after the team announced the color change. The team had until May to submit their final proposal for the new threads the Friars will wear.RELATED: San Diego Padres introduce Jayce Tingler as new managerPadres' Yates wins Baseball Digest's top reliever awardFocus group testing was held, giving select fans a peak at variations featuring brown and gold combinations. The Padres haven't released a sample of the uniform yet though. The change comes as Nike inked a 10-year deal to be the MLB's official uniform and footwear supplier starting in 2020. Some form of brown and mustard was used in Padres' jerseys until 1984. The inclusion of brown was abandoned after the 1990 season when the team took on a blue and orange color scheme. Brown only began making its way back into the Padres' uniforms in 2016, when the team featured it as throwback uniforms for select games. But the hope now for many fans: New Padres threads, young talent, and a world championship on the horizon. 1434
