SAN DIEGO (KGTV) - This holiday season, shopping local is what will keep San Diego small businesses alive.The US Census conducted a small business survey showing a third of San Diego businesses were negatively impacted by the pandemic. The effect is visible downtown."The pandemic has definitely taken a toll on the neighborhood, I mean we've had some closures," Gaslamp Quarter Executive Director Association Michael Trimble said.Trimble said four to eight restaurants closed since March in the Gaslamp Quarter alone."Not a large percentage but still any business lost is unfortunately a business that we mourn is not here," he said.While the holiday sale signs are out, the usual crowds brought in with conventions and tourism are nowhere to be seen.Trimble said locals are vital to keeping retail and restaurants alive this holiday season."Watching all these small businesses shut down or close forever during the pandemic, it's just been really sad. So, I don't have a ton of money but Amazon doesn't need my money. You know what I mean? Like, if I can help these little shops with my or my that's just a much better use of my time," Pacific Beach Resident Bree Steffen said.When the pandemic started Steffen pledged to only shop small. She deleted her Amazon app and started exploring her neighborhood, "I feel like this whole underworld of San Diego opened up for me once I started looking at the smaller shops."She said it was a more personal experience, where she found unique gifts that had more emotional value from being hand-crafted.She launched her own small photography business in October.Now she relies on people like her to change their habits and think small."I feel like each time I at least give them a little business it just gives them a little more hope to keep going on and it's like if 100 people give them then that's enough for them to try to weather this storm," she said hopeful it will end soon.Trimble said on November 28th, also known as Small Business Saturday, if you take a picture while shopping or in the area and tag @GaslampQuarter on Instagram you will be entered to win a gift card from local establishments.Trimble said there has been one silver lining of the pandemic and that was testing the outdoor dining concept on Fifth Avenue out of necessity.That paved the way for a long coveted project to turn Fifth Avenue into a promenade. SAN DIEGO (KGTV) - The young woman severely injured in a parasailing accident in Mexico is walking and surfing a year later.Katie Malone's recovery has been a long road. "I survived something I shouldn't have survived," she said.Malone was in Puerto Vallarta in June, 2018 for her birthday. Her parasailing ride turned into a nightmare, "I saw the boat capsize and people on the beach run to try and grab the rope to bring me down." She said the the almost half hour she was in the air she worked to keep calm, thinking about her dog Leroy, and what she was going to wear that night. Her family says the rope snapped and she fell in a tailspin. Katie said it was everything she could do to keep from passing out, or getting sick. She said the next thing she remembered was opening her eyes on the ground with emergency crews surrounding her."My heart dropped to my feet," Katie's brother Brendan said.He started calling and coordinating the trip to Mexico to be with his little sister. He talked about being the megaphone for the family, getting the word out through his music community in Nashville, back home in California and setting up the Gofundme online that reached the world.She underwent three surgeries in Mexico and two weeks in, the swelling in her brain hadn't gone down. Katie's mom said doctors doubled her steroid dosage to bring the swelling in the pituitary glad down and it caused a severe reaction.Katie's mom, Sidona, said she was sick all night and that was the moment they all feared she wouldn't pull through. Sidona said the doctor pulled her aside the next day and said, "you don't understand, she could die and she needs to go home now," urging them to Lifeflight her to the U.S.The family overcame huge struggles, from paying cash for the surgeries in Mexico, as Katie was in between insurance, to finding a way to fly her home. Sidona said certain airlines wouldn't fly that far south in Mexican airspace, and medical airlines wouldn't take her without insurance. Their network of friends and family gave them solutions.The final piece came at the last minute, a ,000 anonymous donation to fund her flight home. Her fight to get back to normal just beginning.Katie re-learned how to walk, drive, and surf over the past year, all the while a smile on her face."Instead of that terrible accident taking control of her, she's taken control of that," Brendan said.Katie says positivity, her family and her dog, Leroy, kept her going. She said she used to take Leroy, her support dog, to the hospital to help others and was thankful he was there for her recovery.She advises anyone facing a challenge that your mind is more powerful than your body and positivity will get you through."I'm not 100% back, I'm getting there, I'm back to work, not full time just part time," she said she's focused on getting healthy. She works as a masseuse, making others feel better.Among her challenges, she has a hard time sitting for extended periods of time, and has to adjust her gait and stance.She hopes her story will change regulations in Mexico so this never happens to anyone else. 3112

SAN DIEGO (KGTV) -- The South Bay continues to be devastated by the coronavirus, with several of the hardest hit ZIP codes in the region.According to San Diego County data, the hardest hit ZIP code is 92154. The area, which includes Otay Mesa and parts of Imperial Beach, has the most cases in all of the county. In the last 30 days, cases have jumped from 3,290 to 4,528. Over 1,200 of the cases in this ZIP code happened in the last month.Other ZIP codes in the region have more than doubled their case rate in recent weeks. These ZIP codes have a large Latino population; Latinos have been disproportionately impacted by the pandemic, making up a majority of the county's positive cases while only making up roughly 34% of the population.INTERACTIVE MAP: CONFIRMED COVID-19 CASES IN SD COUNTYNancy Maldonado from the Chicano Federation said it's no surprise the region continues to see the high number in cases. Maldonado explained that many of those who live in the region are essential, frontline workers and often times live in multi-generational households.The Chicano Federation has distributed over 7,000 COVID-19 safety kits to the community, including things like masks, hand sanitizer and thermometers.Maldonado said the focus of the federation has been to continue raising awareness about this virus, encouraging testing, and encouraging the community to stay home during the upcoming holidays. 1415

SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost.The plan aims to create more homes, lower development costs and promote smart growth.The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space.The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits.Some proposed changes to the Density Bonus Program include: 841
