The November 13 decline of 7.1% was the worst in three years.Beyond the stock market tumble, energy analysts saw few new reasons for the energy plunge."Oil traders are overwhelmed by bearish news," said Clay Seigle, managing director of oil at Genscape. "The broad selloff in equities has traders concerned about the possibility of an economic slowdown, which could reduce demand for oil products."One new development may have also helped weigh on oil prices. President Donald Trump signaled on Tuesday he won't punish Saudi Crown Prince Mohammed bin Salman for the death of Washington Post journalist Jamal Khashoggi."It could very well be that the Crown Prince had knowledge of this tragic event -- maybe he did and maybe he didn't!" Trump said in a statement. Energy traders may be interpreting the White House comments on US-Saudi ties as a sign that the kingdom won't aggressively cut oil production to support the market. Trump has repeatedly urged Saudi Arabia and OPEC not to do anything that will lift prices."If we broke with them I think your oil prices would go through the roof," Trump told reporters at the White House Tuesday.He also said he was "not going to destroy the economy of our country" over the murder of Saudi journalist and Washington Post contributor Jamal Khashoggi.OPEC is scheduled to meet next month in Vienna to weigh a potential output shift."You've got to think OPEC will be looking to make a sizable cut to try to reign in supplies and find a floor for prices here," said ClipperData's Smith.Not long ago, OPEC was under pressure to ramp up output in a bid to avoid 0 oil. Traders feared a supply shortage caused by the Trump administration's sanctions on Iran, the world's fifth biggest oil producer.However, the Trump administration took a softer approach on Iran than it initially signaled. Temporary waivers were granted to China, India and other buyers.By that point, Saudi Arabia, Russia and the United States had already ramped up output, leaving the market with a potential glut. US production has been especially strong, driven by the shale boom in the Permian Basin of West Texas. US output alone is expected to spike by 2.1 million barrels per day in 2018.At the same time, the global growth worries spooking Wall Street threatens to eat into demand. The FBI has taken custody of multiple suspicious packages sent to military locations in the Washington, DC area, a law enforcement official said Monday. The official said two of the packages were sent to Fort Belvoir and Fort McNair.At least one package, sent to the National Defense University at Fort McNair in Washington, DC, contained explosive material and was ultimately rendered safe. The Columbus Zoo in Ohio said visitors helped find a red panda that zookeepers discovered was missing on Wednesday.According to the zoo, visitors notified the zoo that they had spotted Kora, the red panda, around 4:43 p.m. on Thursday near the panda's habitat. The zoo said that after trying to coax the red panda down from a tree, the zoo used a tranquilizer."Amid clapping and happy tears from Zoo team members, the sleeping Kora was placed in her crate and taken to the Zoo’s Animal Health Center for evaluation where she was provided care and given a clean bill of health," the zoo said. "Kora has since been returned to her habitat in Asia Quest, where she will have the opportunity to reunite with her cubs when she wakes. Her care team will continue their overnight watch to ensure they continue to do well, and red panda father, General Tso, will have the opportunity to join them in the morning."The zoo said that the panda didn't pose a threat to the public, but was “eager” to find her.The zoo said that it had moved all of its Asia Quest animals to indoor habitats as officials continue to scour the zoo. The panda had not been seen since Tuesday evening.The red panda is roughly the size of a racoon, and is not a threatening animal. She has two nursing cubs, and the zoo said it had to feed her cubs by using a specialized formula while she was missing.The zoo is one of the busiest in the United States, attracting nearly 2.5 million visitors a year. 1474

  

The county of San Diego is preparing to ask the state for nearly million to repave stretches of hundreds of roads it maintains.The Board of Supervisors could vote Wednesday to seek revenue from the recent gas-tax hike to repair the roads. The roads are in all ends of the county, from Bonita to Alpine to Vista. You can see a list of the roads here (it starts on page 3)."The proposed projects will improve the overall condition of the roads and will protect roads from deterioration and costly future repairs," a county staff report said. Gov. Jerry Brown signed the billion gas tax hike into law last year. Californians already pay a series of gas taxes ranking among the highest in the nation. The tax hike raised the per-gallon tax by 12 cents last November, with future increases planned. The bill, SB1, also added a 0 fee to the annual registration for electric vehicles, starting with model year 2020."People can't afford it. I'm retired but if you're working and have to commute, I don't think people realize how much of a dent that's going to make," said Vicky Bamburger, a Bonita resident who is supporting an effort to repeal the tax that appears to be headed to this November's ballot.But those who support the increase say fixing the roads will save California drivers from expensive car repairs due to problems like potholes, and save taxpayers from larger repairs later."A small improvement now - if you have a road that needs to be covered - that's going to be so much more cost effective, cost saving in the long run," said Catherine Hill, of the League of California Cities.Local governments have until May 1 to submit their gas-tax revenue road repair requests to the state. Still, county agencies have already received millions of dollars in new revenue for road repairs, which includes major improvements to Interstate 5 in North County.  1892
