LA JOLLA, Calif. (KGTV)-  A long-time animal rights activist who has filmed seals and sea lions harassed in La Jolla says people are not getting the message.Andrea Hahn has filmed the animals every day since 1994.  Footage from Sunday she says showed some of the worst behavior she has witnessed in recent months: a woman with a shovel disrupting pregnant mothers on the beach.Another video shows a grieving sea lion mother with her stillborn pup. It has generated over 100 million hits according to Hahn. She says the pregnant mothers are delivering more stillborn pups because people are not giving them proper space.  She has even witnessed tourists stepping on the pups.  "People are not getting it.  Tourists think because they paid money to get here they have the right to grapple with the animals.  There are perfectly good laws on the books and people are ignoring them and the government is not enforcing the laws," said Hahn.A "no-selfie" sign was recently posted at South Casa Beach.  It was posted to remind visitors that sea lions and the seals are protected by federal law, monitored by park rangers, and it's illegal to disturb them.  Access to the Children's Pool is closed due to pupping season but is set to reopen in May.  "Right now that area is safe and quiet for them.  It should be closed for good,' said Hahn. 1401

(AP) — A Southern California man was arrested on suspicion of murder and driving drunk in the death of a motorcycle officer with the California Highway Patrol, officials said Sunday.Michael Callahan of Winchester was booked on the charges in the death of California Highway Patrol Sgt. Steve Licon, said Officer Steve Carapia.Callahan is suspected of driving drunk Saturday afternoon when he crossed over the right shoulder of Interstate 15 in Lake Elsinore, crashing into Licon and a car he had pulled over for speeding.Licon died at a nearby hospital. Inmate records show he has a court appearance set for Wednesday.Licon was a 27-year veteran of the agency and is survived by his wife, daughter and stepdaughter.Licon's body was taken to the coroner's office on Saturday night in a slow and somber procession.Acting Gov. Eleni Kounalakis ordered flags to be flown at half-staff at the state Capitol, and the California Highway Patrol is holding a bell tribute ceremony in his honor on Monday.Carapia, who knew Licon for six years, said the sergeant was well-liked and known for his work ethic and a distinct and quirky high-pitched laugh."He had a great sense of humor," Carapia said. "You could hear him laughing from the sergeant's office. You could hear him coming down the hallway ... Just an all-around great human being."He said Licon loved his job and the fact that his office was on a motorcycle."This is a tough one," he said. "It hits you to the core."Police departments and officers across the state took to social media to post about Licon.CHP Commissioner Warren Stanley said Licon was a great leader "who sacrificed his life serving the people of California."CHP Headquarters tweeted that "our hearts are heavy ... (KGTV) -- Crews were able to stop an eight-acre brush fire in Lakeside Sunday afternoon.According to Cal Fire, the fire broke out on the 14000 block of El Monte Road around 2:30 p.m. The fire burned in a river bottom and scorched eight acres. By about 3:45 p.m., the forward spread had been completely stopped, the agency tweeted.No structures were threatened and no injuries reported. 420

There's lots of palm trees, flowers and grass, all taken care of by the inmates. Here, they say, is opportunity to change your life."I was a month and a half pregnant when I got arrested, so I spent my whole pregnancy in jail, I gave birth in jail, she's with my parents, she's almost four years old," Kanya Arredondo said of her daughter Danya.She was locked up for a 5 year sentence for transporting illegal drugs."I missed everything, her first words, her first walking...I get 2-3 visits per week with her on the video screen," at Las Carolinas Kanya says they have a "Facetime machine".She said the atmosphere at the new facility allowed her to have a connection with her daughter, and the deputies who encouraged her to change.She's been taking classes, learned English and is on the Dean's List. She has a job ready when she gets out in 34 days."I don't ever want to come back to this place, even though, it's jail, and a lot of positive things came out of here, I still don't want to come back, at least as an inmate," she said she volunteered to start a Spanish book club to help other inmates follow her path to rehabilitation.Another inmate, Holly Combs, transitioned from the old facility to the new one as well."It's like a fight or flight situation... It's amazing how the trauma you just got used to it," Holly said referring to fights and drugs overtaking the cells.She said it all started when she lost her brother during a robbery. She felt responsible and turned to drugs, landing her behind bars. "My behavior started changing, i started taking every class, I take college courses here I'm on the dean's list and have a 4.0," she said.Her life changed when she came to Las Colinas' new facility."It just took someone to believe in me you know?" Holly said. She's out in about 50 days and has a job ready on the outside."There's a lot of programs here, if you want it you can have them... I could cry, I owe a lot to this place I really do.. I didn't think I could change and the whole way I think is different now." She said.According to the Sheriff's Department, inmate on inmate violence has been reduced by 56% since the new location opened.  2413

  

LA MESA, Calif (KGTV) - According to the California Department of Public Health, seven deficiencies were issued after an investigation of Sharp Grossmont Hospital. In April state investigators conducted a survey consisting of 14 closed medical records. According to the investigator's findings documented in a statement of deficiencies and plan of correction report, "Hospital leadership did not provide notification of a potential investigation and the use of video recording during medical treatment without patient's consent." Investigators also noted deficiencies with regulations related to medical staff accountability, patient's rights, and use of restraint or seclusion. According to the state document, "The patient has the right to personal privacy. This Statute is not met as evidenced by: Based on interview and record review, the hospital failed to ensure the privacy of all patients undergoing medical treatment in the WHC (women's health center) ORs (operating rooms) when the hospital's Admission Agreement for Inpatient and Outpatient Services was utilized as consent to allow video recording during medical treatment. Also, the Admission Agreement did not allow the patients' the option to acknowledge and/or decline video recording. As a result, the hospital leadership allowed video recording of patients undergoing medical treatment without knowledge or consent." The deficiencies listed fall under violations to conditions of participation for a hospital as listed in title 42 of the federal code of regulations.   A deficiency is a violation of a federal or state law or regulation that the California Department of Public Health cites during a survey or investigation.Officials with the California Department of Public Health tell 10News issuing deficiencies is a form of enforcement action. It requires the facility to submit a Plans of Correction to fix any violations. According to Sharp officials, in 2012 they were alerted that beginning in 2011, potentially powerful drugs and equipment were missing from the anesthesia cart in each of Sharp Grossmont Hospital's three Women's Center operating rooms. The hospital installed a computer monitor with a motion-activated camera in each of the three Women's Center operating rooms. Between July 2012 and June 2013, the videos were recorded. The hospital says the cameras were intended to record only individuals in front of the anesthesia carts. In a statement to 10News, a spokesperson for Sharp wrote:"In their survey, the California Department of Public Health (CDPH) identified areas where opportunities for improvement existed. The hospital addressed each area of concern and created a plan of correction for those findings. Both CDPH and the Centers for Medicare & Medicaid Services (CMS) accepted Sharp Grossmont’s plan of correction, as confirmed in a follow-up survey. The hospital’s plan of correction provides that:The specific techniques used in the 2012-13 investigation have not been used since and will not be used for any future investigations.Any potential future investigations are required to strictly adhere to Sharp’s policies and procedures;Medical staff will be kept informed of any similar future investigations that may occur;Patients will receive full disclosure of any future investigations that may affect their privacy;The patient grievance practices have been strengthened to ensure patient complaints and grievances are appropriately and efficiently managed; andAdditional measures are in place to safeguard against the inadvertent release of patient information to third parties. Staff and clinicians have been educated on the hospital’s plan of correction and policies. While we are pleased that CDPH and CMS accepted our plan of correction, we regret that the investigation inadvertently recorded patients and may have caused distress to those we serve."More than 400 women who claim they were secretly recorded are suing the hospital.Court records show a hearing is scheduled in September. 4026
