San Ysidro, CA (KGTV)- The border wait times to cross into the United States are significantly shorter Tuesday.According to a U.S. Customs and Border Protection App, the wait times at the border in San Ysidro averaged around an hour depending on the time of day.In the last few days, border crossers reported waiting up to ten hours to cross into the U.S."A lot of people going to the border five, six hours before their work entry, it's been crazy," said Jose Montanez.Montanez is a married father of two. He lives in Tijuana, but crosses to work as a manager at a taco factory. He said the lines this weekend were especially bad, even in the pedestrian lanes."Four hours, five hours waiting in line, standing in line, you get tired," said Montanez.Last Friday, CBP began "adjusting operations" to focus on essential travel. The goal is to slow the spread of COVID-19.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S. Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Fewer lanes and increased secondary inspections led to massive delays."If they have to ask more questions and isolate people from one another so the essential workers can go and cross faster, that would be perfect," said Montanez.Instead, innocent workers are feeling the impact the most."Those that are crossing right now are doing so cause they really need to and they're going to continue crossing," said Paola Avila, of the San Diego Regional Chamber of Commerce.Restrictions have been in place at the border since March. Avila said the new protocol now doesn't make sense, especially since San Diego County is off the state's COVID-19 monitoring list."Non-essential businesses are going to start reopening. More businesses are going to start reopening, so you're going to have a greater workforce that's going to have to facilitate those businesses reopening, but now you're going to have these restrictions. It's not in sync with the rest of our procedures and regulations and restrictions," said Avila.She worries the strategy could backfire and lead to more virus spread, especially for people using the pedestrian walkway."Now, you have large masses of people with no social distancing, you're creating an unsafe environment," said Avila.Montanez says he does his best to keep his distance while in line."You do, even though, you're close to each other, there's no space between the front and the back of you," said Montanez.Agency officials urge people to only travel to Mexico if it's necessary."We need people to think twice about non-essential travel and to ask themselves if the travel is worth risking their lives and the lives of others. SAN ONOFRE (CNS) - A man drove a stolen van onto the grounds of the now- idled San Onofre Nuclear Generating Station and claimed to have explosives in the vehicle, drawing a response from the San Diego County sheriff's bomb squad, which determined that there was no danger, authorities said Wednesday.The driver, 27-year-old Erik Jon Norman, was arrested on suspicion of felony vehicle theft, San Diego County sheriff's Sgt. Pamela Wotkyns said.Sheriff's deputies went to the nuclear station a little after 4:20 p.m. Tuesday after security officers reported that Norman drove a white delivery van past the entrance gate and into a restricted parking lot, Wotkyns said. The security guards quickly detained Norman, but he told them the van contained electronic equipment and "possible explosives."The sheriff's department's bomb/arson unit was called to the scene but determined the van contained no explosives, only standard shipping parcels, Wotkyns said. Deputies later discovered the van was reported stolen earlier in the day from Oceanside and arrested Norman, taking him to the Vista Detention Center where he remained in custody Wednesday in lieu of ,000 bail. 1178

Scientists believe they have discovered a new species of whale in Mexico.The team was taking underwater video and audio samples of three beaked whales near Baja California. They work with the Sea Shepherd Conservation Society near the San Benito Islands, about 300 miles from the U.S. border.They originally were looking for what animal was making an unidentified sound recorded in 2018 in the area.Experts in the field of beaked whales now say the scientists’ observations don’t match anything seen before, and they are “highly confident” the video shows an entirely new species, according to a press release.“We saw something new. Something that was not expected in this area, something that doesn’t match, either visually or acoustically, anything that is known to exist,” said Dr. Jay Barlow in a statement from the Sea Shepherd Conservation Society. “It just sends chills up and down my spine when I think that we might have accomplished what most people would say was truly impossible – finding a large mammal that exists on this earth that is totally unknown to science.”Scientists are now using genetic sampling to confirm what the scientists found is really a new kind of beaked whale.The discovery of a new species of beaked whale proves how much mystery there is left to discover in the oceans that our captains, crews, and research partners fight to defend,” said Peter Hammarstedt, Director of Campaigns for Sea Shepherd. 1442

SANTA MONICA (KGTV) - A woman died and two people were injured Saturday in a shooting near the Santa Monica Pier.Santa Monica Police say two groups of people traveling on party buses were involved in a fight which led to the shooting near Ocean and Colorado Avenues about 1 a.m.Officers are looking for as many as four suspects who ran from the scene.The two injured victims are expected to recover, police said. 425

SAN YSIDRO (KGTV) -- Local businesses are feeling a one-two punch after the border closure for non-essential travel was extended during the coronavirus pandemic.The owner of El Rincon Restaurant in San Ysidro said the extension is devastating for business."I just found out a couple hours ago that they were going to do this, I had absolutely no clue," Owner Edgar Alaniz said. He was looking forward to the reopening of the border planned for June 22, now pushed back for a third time to July 21.Alaniz said he didn't want to be mad because all of this is to protect our health and safety but it's extremely difficult for businesses to survive after being closed for three months. Alaniz said about 75-80% of their customers come from Mexico. Currently, the business is only seeing about 20% of those customers. "That's what happens when the border is closed for three months, people find different ways and for a restaurant like me, they find a different restaurant," he said.He hopes when the border reopens to welcome them back.Alaniz said they closed the restaurant March 15, and continued with take-out service. Just last week they reopened for dine-in service with protective procedures, like masks and extra cleaning, in place.Alaniz hopes to see more of his neighbors reopening as well, saying he only knows of one other locally owned restaurant in San Ysidro reopening so far.He is confident we will all get through this, "we move forward with strength and a bright vision, that's what it is and that's what it will always be about."The news comes as the U.S., Canada, and Mexico agreed to extend their agreement to keep their borders closed to non-essential travel through July 21 during the coronavirus pandemic."This is an important decision that will keep people in both of our countries safe,” Canadian Prime Minister Justin Trudeau said Tuesday. 1870
