MOSCOW, May 13 (Xinhua) -- China's top legislator Wu Bangguo said here Wednesday the strategic partnership of cooperation between China and Russia is currently showing a momentum all-round and rapid growth, as high-level contact remains frequent.    Wu said in recent years, China-Russia relations have been lifted to new stages as cooperation in all fields reached an unprecedentedly high level. He highly appreciated frequent contact between leaders of the two countries, saying Medvedev's visit to China last year contributed to the continuous growth of the strategic partnership between the two countries on a high level.     Medvedev said he and Chinese President Hu Jintao had held their first meeting this year during the London G20 summit in April. He expressed the wish that the presidents of the two countries will have more meetings later this year, saying he expects President Hu to pay a state visit to Russia in June. Medvedev also expects to meet with President Hu during the Shanghai Cooperation Organization summit and the summit of "BRIC" countries, namely Brazil, Russia, Indian and China later this year.     In order to push for long-term, healthy and stable growth of China-Russia relations, Wu suggested that the two countries should enhance political trust and share mutual understanding and support on major issues concerning each other's core interest. The two countries should maintain consultation and cooperation on regional and international affairs so as to push for multipolarization and democratization of international relations.     Wu said the two countries should also strengthen cooperation in such areas as economy, trade, energy, investment and local exchanges. He said the two sides should earnestly carry out the cooperation agreements they have already signed. Wu expressed the wish that the two sides should actively overcome difficulties in progress and practically resolve existing problems in their cooperation so as to secure bilateral trade from the impact of global financial storm this year.     Wu said the two countries should step up dialogues and cooperation on financial issues. He said they should maintain close contact and coordination at bilateral and multilateral levels. The two countries should exchange views on maintaining stability of their own financial market and pushing forward reform of the international financial and currency systems, Wu said, adding that China and Russia should join hands to promote the stability of international financial market and rally of global economy.     Medvedev said under the current situation, strengthening cooperation between Russia and China is not only conducive to the development of both countries, but also to resumption of world economy and establishment of a new, just and rational international political and economy system.     Medvedev said Russia places importance on expanding relations with China and is ready to deepen mutual trust and expand cooperation with China in such fields as energy, trade, investment and local contact.     China and Russia are to hold a series of activities to mark the60th anniversary of establishing diplomatic links this year. High-level contact has been growing closer in recent years, as President Hu and President Medvedev met four times last year.     Wu and Medvedev jointly stressed the importance of parliamentary exchanges between the two countries, saying the exchanges reflect the high level of development of China-Russia partnership of strategic cooperation.     Wu said the high level of China-Russia partnership is fully reflected in such areas as frequent contact between top leaders of the two countries, the staging of "Russian Language Year" in China, the signing of an oil cooperation agreement between the two governments and the exchanges between the NPC and Russian parliament.     Medvedev said Wu's visit to Russia reflects the momentum of fast growth in bilateral links. Under the current environment of international financial crisis, coordination between the parliaments of the two countries will be conducive to advancing bilateral cooperation. BEIJING, May 17 (Xinhua) -- China's power consumption declined 3.63 percent year on year in April, larger than the 2.01 percent decrease rate in March, the China Securities News quoted figures from the China Electricity Council (CEC) Friday.     A total of 275.67 billion kilowatt hours of electricity were used in April. The figure for the first four months was 1.06 trillion kilowatt hours, down 4.03 percent from the same period a year ago.     Analysts said the extending decline indicated a soft footing in economic recovery. It is normal that power output and consumption have ups and downs in the process of economic revival.     From January to April, power used by the agriculture and tertiary sectors went up 4.69 percent and 9.04 percent. And that for industrial sector slipped 8.29 percent.     The National Bureau of Statistic (NBS) said on May 13 that power generation fell 3.5 percent last month from a year earlier, to 271.29 billion kilowatt hours. The industrial output rose 7.3 percent in the same month.     Since the industrial sector consumes about 70 percent of China's power, some economists questioned whether a rise in industrial production could be accompanied by a decline in power consumption.     Zhang Liqun, a researcher with the Development Research Center of the State Council, a government think-tank, told Xinhua that when looking at the decline in industrial power use, it was important to remember that industrial upgrading was still in progress. The decline of electricity consumption by heavy industry, which accounts for 82 percent of total industrial power consumption, was the leading cause for the overall decline.     According to CEC data, power consumed by the heavy industry was down 8.62 percent in the first four months, and that for the light industry sank 6.76 percent.     Analyst expected that power use in May would fall slower than the previous month, as the rebounding electrolytic aluminum and iron and steel industries would use more electricity in the coming months.

SHARM EL-SHEIKH, July 16 (Xinhua) -- Chinese Vice Foreign Minister He Yafei, head of the Chinese delegation to the 15th Non-Aligned Movement (NAM) summit held in Egypt, said on Thursday China will continue to support NAM as always.     "As one of the developing countries, China will continue to support NAM as always for it to play a role in international affairs and speak in one voice on issues related to the common interests of developing countries," said He.     "This is the chief purpose of my presence at the summit on behalf of the Chinese government," he said in an exclusive interview with Xinhua on the sidelines of the summit.     He said that though great changes in internal and external circumstances have taken place since its birth nearly half a century ago, NAM is still an important platform for developing countries to unite and strive to become stronger, with its tenet and spirit still showing great vitality.     China, now an observer to NAM, has attached great importance to its ties with NAM and maintained good cooperation with the movement in international affairs.     When NAM was formally established in 1961, then Chinese PremierZhou Enlai and other Chinese leaders sent congratulation messages to the founding conference, expressing support for the NAM's cause of independence, peace and development and its non-alignment policy.     China became an observer to NAM in September 1992, when a Chinese governmental delegation, headed by then State Councilor and Foreign Minister Qian Qichen, attended the 10th NAM summit in the Indonesian capital of Jakarta. Since then, China has been a participant at every top NAM meeting.     At the 15th summit which wrapped up on Thursday in the Egyptian Red Sea resort of Sharm el-Sheikh, the Chinese vice foreign minister reiterated China's policy in strengthening cooperation with NAM to safeguard world peace, stability and development, particularly in jointly addressing the global financial crisis.     He told Xinhua that he has stressed in his speech at the summit that though the developing countries were not the maker of the global financial crisis, they are the most unfortunate victim. TASHKENT, June 28 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang said on Sunday that China is willing to expand cooperation with Uzbekistan on wide-ranging issues while meeting with Uzbek President Islam Karimov.     "Uzbekistan, as a country with important influence in central Asia, plays a major role in regional affairs, and developing a friendly partnership with Uzbekistan is one of the priorities of China's foreign policy," said Li.     "China is willing to work together with Uzbekistan to constantly solidify the friendship and political trust between the two countries, make efforts to expand pragmatic bilateral cooperation in all fields, and increase exchanges in culture, education, health and sports," he added. BEIJING, June 24 (Xinhua) -- China's State Council reached a decision at an executive meeting on Wednesday to promote a new type rural social pension pilot projects.     The meeting, presided over by Premier Wen Jiabao, said building a new rural social pension system was key to reducing rural poverty and narrowing the gaps between urban and rural areas. It was also key to maintaining social stability and promoting domestic consumption.     According to the meeting, the new-type rural social pension pilot programs will be carried out in 10 percent of counties this year. Rural residents above the age of 16 are all eligible to join the program.     The meeting also ordered local governments to strengthen supervision of pension funds.
