(KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting. (KGTV) — Three people were killed on Thursday after an SUV careened off State Route 78 and crashed into a traffic signal pole.A Mitsubishi Outlander was traveling on westbound SR-78 at about 2 p.m. when for unknown reasons it veered off the right side of the freeway near El Camino Real and went down an embankment. The SUV hit a fence and struck a pole at the intersection of Vista Way and Valley Glen Dr., before catching fire, according to CHP public-affairs Officer Mark Latulippe.CHP officers arrived within minutes to find three people trapped inside the vehicle. Latulippe said officers put out the small fire, adding that it appeared all three died on impact and not because of the fire.The driver was the only occupant wearing a seat belt during the collision.The driver was identified as a 43-year-old male from Escondido, the front passenger was identified as a 56-year-old male from Escondido, and the passenger in the left rear of the SUV is a female that is yet to be identified, CHP said.The San Diego Medical Examiner’s Office is working to determine if impairment was a factor in the crash. 1133

OCOTILLO WELLS (KGTV) - Two people died after a crash in Ocotillo Wells Saturday night, according to Cal Fire. Two cars collided just after 7 p.m.near Highway 78 and Quarry Road. Two people died at the scene, Cal Fire confirmed. The road is closed in the area for an unknown amount of time to investigate the accident. Cal Fire asks that people avoid the scene of the accident.There is no word on what caused the accident at this time or how many other people were in the cars. 500

Officers in Columbus, Ohio are crediting a good Samaritan for tripping a suspect who was reaching into his waistband while being chased by officers. The police department released video from the April 3 incident on Thursday. Cameras captured the man, who Columbus Police are calling "Bill," casually sticking out his leg outside of a public library as the suspect ran behind him. The suspect then went flying into the sidewalk, giving officers an opportunity to arrest the unidentified suspect. Police said that they recovered a Glock 9 MM pistol with a high capacity extended clip containing 29 rounds near the suspect. Columbus Police added that citizen likely saved the suspect's life as officers might have shot the suspect for pulling out the gun. In the video released by Columbus Police, Bill said that he could see the suspect was holding something from his waistband."I heard him hit and the gun went sliding out," Bill said. "He went one way and the gun went another.""Thank you 'Bill' for sticking your leg out for us," Columbus Police said on the department's Facebook page.Columbus Police did not say what the 18-year-old suspect was wanted for.  1217
