BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. WUHAN, Feb. 8 (Xinhua) -- Ten people were comfirmed dead and nine others injured when a farmer's tricycle rolled over into an 8-meter deep gully at about 2:30 p.m. Monday at a village in Lichuan City, Hubei province.Eight passengers were found dead on the spot. The eleven wounded were hastened to the hospital. But two of them died on the way.Sources with the Lichuan government said the farmer's vehicle carried the passengers illegally. The rescue operation continued until midnight. The actual cause for accident was still under investigation.

UNITED NATIONS, Feb. 11 (Xinhua) -- China Friday urged the United Nations and Security Council to give more attention to Africa and called on the international community to provide greater support to the region in order to maintain peace and security. Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.
