PETERSBURG, Fla. — A toddler lovingly known as the "Baby Shark Girl" is making big strides.When WFTS first met Harper Mae Comparin, the then-2-year-old girl born with spina bifida was learning how to walk via a very unique method: the "Baby Shark" song.Her physical therapist at Johns Hopkins All Children's Hospital used the syncopation of the love-it-or-hate-it kids jingle to get Harper Mae to move. And it worked.Now, a year and a half later, her team of medical workers and family members continue to use inventive methods to help her deal with complications related to the birth defect in which the spinal cord fails to develop properly.She needed therapy to walk and to talk.Physical therapist assistant Nick Hamilton, who works at Johns Hopkins All Children's Hospital, recently helped Harper Mae when she was scared of getting her leg cast sawed off."I'm a big kid, so I fit right in here," Hamilton said.So, he improvised. He made a cast for Harper Mae's Elsa doll. And it worked."Having her baby doll that she carries with her everywhere get a cast just like hers has helped her feel better about it," said mom Erica Comparin.Hamilton says a big part of Harper Mae's therapy is "improvisation." Some San Diego voters are making a surprising - and alarming - discovery in their mailboxes.They are receiving duplicate mail-in ballots for the November midterm. "Obviously with such a contested election and everything in the news right now, was this actually something bigger?" said April Segal, a Hillcrest resident who received two ballots.Nearly 70 percent of voters in the county say they will vote via the postal service this November. People from Hillcrest to Tierrasanta to Escondido have reported receiving the extra ballots. San Diego Registrar of Voters Michael Vu said there are protections in place to make sure everyone gets one only one vote. He said duplicates are not uncommon and this year is a bit worse than others because of issues with the new voter registration system at the DMV. "Our office and the statewide system runs duplicate checks to determine matches or potential matches," Vu said. "When a duplicate record is identified, the record is merged, with the most recent registration becoming the official record."Vu said no matter which ballot a person submits, it will ultimately be counted. He said anyone who knowingly submits two ballots would be referred to the district attorney for an investigation of voter fraud. Segal said she recently got married, changed her name and registered to vote. A few months later, when applying for a Real-ID at the DMV, she checked the 'yes' box when it asked if she would like to register to vote. That likely led to the duplicate ballot. "I knew I already was registered, but I thought I should just err on yes so that nothing got messed up by saying no," she said. Segal said she would continue to vote by mail, despite the mix-up.  1758

Sexting among teens and younger children has increased over the past decade and poses a growing challenge for educators and parents, according to a new study.One in four young people said they'd received sexts, and one in seven reported sending them, according to the study, which was published Monday in the journal JAMA Pediatrics. The research included data from 39 separate research projects conducted between January 1990 and June 2016, with a total of 110,380 participants, all of whom were under 18 -- with some as young as 11.The researchers focused on data since 2008 and found an increase in sexting among young people.The increased number of young people involved in sending or receiving sexually explicit photographs or messages has corresponded with rapidly expanding access to cell phones.With that trend in mind, the study's authors suggest that "age specific information on sexting and its potential consequences should regularly be provided as a component of sex education."Why sext? 1008

Sen. Tammy Duckworth, who just gave birth to her second child, is attempting the rare move of changing longstanding Senate rules in order to accommodate senators with newborns.The Illinois Democrat has submitted a resolution this week that would allow senators to bring a child under one year old to the Senate floor during votes, which they currently cannot do."After many positive, constructive conversations with her colleagues on both sides of the aisle, Sen. Duckworth is glad to be able to offer this legislation to ensure no senator with an infant is prevented from performing their constitutional responsibilities -- and send a message that working parents everywhere deserve family-friendly workplace policies," said Kaitlin Fahey, Duckworth's chief of staff, in a statement provided to CNN on Monday. "She is optimistic that this will be resolved quickly."Duckworth gave birth to a baby girl on April 9 becoming the first US senator to do so while in office. The senator decided to take her maternity leave in Washington rather than in Illinois so as to be on hand and available to cast her vote, if needed.Leading up to giving birth, the senator openly expressed concerns how the Senate rules might impact her ability to do so while caring for her newborn."If I have to vote, and I'm breastfeeding my child, especially during my maternity leave period, what do I do? Leave her sitting outside?" Duckworth brought up in February during a Politico "Women Rule" podcast.There are a whole host of Senate rules that would make voting difficult for a senator while caring for her baby -- being unable to hand the baby off to a staffer, being unable to bring a child onto the floor and being unable to vote via proxy.Duckworth's resolution must first pass the Senate Rules Committee and then approved on the Senate floor to take effect. Rules Committee Chairman Roy Blunt, R-Missouri, and the panel's top Democrat, Amy Klobuchar of Minnesota, have both been receptive to the rules change.Blunt and Klobuchar released a joint statement Tuesday."As leaders of the Senate Rules Committee, we support Senator Duckworth's resolution and intend to move it swiftly through our committee," they stated.The committee might take up the rule change as early as this week, according to a congressional aide.Quick passage could allow Duckworth to be able to vote with her newborn on the floor as early as next week.
