SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison.While 21 people face charges, six of them are still wanted in this case. 2334

The research, based on data from more than 4,000 people nationwide, found that retirees in California spend nearly ,575 a month: 30 percent more than the average retiree in the U.S. at ,008.Housing costs that build up during working years also take a toll. Nearly half of California’s non-retired residents ages 40 and up owe an average of 4,876 on their mortgages, compared to the national average of 4,770. Global Atlantic claims that sky-high housing expenses force California residents to make sacrifices during retirement, including cutbacks on restaurants and entertainment, travel and vacations and charitable giving. Almost 40 percent of retirees nationwide are spending more than they expected."Many Americans adjust their lifestyles and cut spending once they see how quickly costs can add up in retirement," says Paula Nelson of Global Atlantic. She says it's an important lesson for those currently in the workforce to understand. "While older retirees are collecting income from employer-sponsored retirement plans, such as pensions, younger and future retirees may not receive the same benefits. Not only have pensions gradually become less common, but the data shows that younger retirees are also less likely to have much saved in other defined contribution plans, like 401(k)s," says Nelson.More than half of retirees wish they'd handled their financial planning differently, according to analysts. SAN DIEGO (KGTV) - The family who lost their home in the Willow Fire is hoping to track down their "angel" firefighter."I know we lost everything, but my dad is still here. We're just so grateful," said Gwendolyn Pavlick.Two days later, an emotional Pavlick shared details of her father's narrow escape from the flames. That Wednesday night, her mother was staying with her in Carlsbad. Her father Doug was fast asleep in his home on Wind River Road in Rancho San Diego, when the fire started. It raced up a hill within minutes. Doug woke up to a loud knock."By the time he got to the door, the kitchen was on fire. The fireman said, 'You have to go.' When he ran upstairs to get keys and wallet, the fire went through the windows of his bedroom," said Pavlick.Gwendolyn says her father has dealt with back and foot issues."My dad, who couldn’t run physically, somehow, at that moment, could," said Pavlick.Doug was able to drive away to safety. From a distance, he watched as his home of 33 years burned. Six other homes were damaged from the heat and smoke."It’s heart-wrenching because that house was in our lives so long, it feels like a family member," said Pavlick.On Thursday, Gwendolyn and her parents surveyed the damage, nearly everything lost, including thousands of family photos. Outside the home, they prayed. Gwen's mother told her they will rebuild."After seeing the house, the first thing she said was, 'God gave us this house. He’s going to give it to us again,'" said Pavlick.As for their biggest blessing - her father's safety - Gwendolyn is now trying to find the mystery firefighter who woke her father."I just want to tell him, 'Thank you so much for saving my dad's life.' I don’t know if he is real or an angel," said Pavlick.The home is insured. Pavlick says very little was salvageable. SAN DIEGO (KGTV) - The City of San Diego said Friday Lime Bike, Bird, Skip Scooters and Lyft had violated its terms of operation in regards to geofencing and other scooter operating restrictions. Geofencing forces riders to slow down to 8 miles per hour in busy areas “like Balboa Park and our boardwalks,” San Diego Mayor Kevin Faulconer wrote on Twitter. Bird had violations in nine different San Diego locations on July 13 and 14. Lyft and Lime Bike had violations in seven areas during that time, city officials said. SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary.
