SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. SAN DIEGO (KGTV) -- San Diego County leaders announced Thursday that they will begin to allow passive activities at beaches beginning June 2. According to the county, such activities that will be allowed include sunbathing and relaxing with towels and chairs. Supervisor Greg Cox noted that activities like football and volleyball will not be allowed. SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

SAN DIEGO (KGTV) -- San Diego health officials are working with UCSD to notify people who may have been exposed to tuberculosis at the school’s La Jolla campus.According to the San Diego County Health and Human Services Agency, the period of potential exposure was between January 25 through May 15. Those who are known to have been exposed were notified.“Testing is recommended for all those exposed to assure they are not infected, since they may not have symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. "For anyone infected, early diagnosis and prompt treatment can prevent disease.”Tuberculosis is transmitted from person to person through indoor air during prolonged contact. Most people who are exposed do not become infected.Symptoms of TB include persistent cough, fever, night sweats and unexpected weight loss.No-cost testing will be provided those identified starting May 30 at the campus Student Health Center on Library Walk.The number of annual cases of TB has decreased since the early 90s and has stabilized in recent years.
