The San Diego Bike Coalition hopes the event, called CicloSDias, will encourage people to ride their bikes instead of using their vehicles. SAN DIEGO (KGTV) — State officials hope California’s new 10 p.m. stay-at-home order will slow the spread of COVID-19, otherwise, another 10,000 San Diegans are projected to contract the virus in the next 10 days.That’s according to a new county-by-county forecast from Facebook, which rolled out the prediction software last month.Facebook projects L.A. County will see the second-largest increase in cases in the country by November 30. San Diego County is projected to add the 15th most cases, reaching a total of 78,594 infections by Nov. 30.The two-week forecast was released before Governor Gavin Newsom announced enhanced restrictions. Facebook will release a new two-week forecast next week.“Many other forecasts around the world are only predicting caseload at a country or state level,” said Laura McGorman with Facebook’s Data for Good team. “We’re trying to be much more local in this approach because we know so much of the COVID-19 response is in fact local.”McGorman said the forecast tool could help county and state officials plan hospital bed space, ICU capacity, ventilators and other critical supplies.The map is powered by artificial intelligence that draws on seven kinds of data. They use outside metrics like confirmed cases, doctor visits and the weather combined with information Facebook collects like a survey of people’s symptoms and GPS location data.The location data helps gauge whether people are staying home and isolating or circulating among the community, according to McGorman.Facebook only pulls data from users who opt in and no, they’re not reading your posts. All of the information, which is aggregated to the county or state level to protect privacy, is available for the public to download.The tech giant initially started Data for Good three years ago to help with disaster-relief projects, McGorman said. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. SAN DIEGO (KGTV) — Several business sectors will be cleared to reopen indoor activities with modifications next week in San Diego County under the state's new guidance, according to local health officials.Under California's new blueprint for reopening amid the coronavirus pandemic, starting Monday, Aug. 31, San Diego County can reopen indoor operations at the following businesses with modifications:Restaurants for dine-in, places of worship, museums, and movie theaters at a maximum of 25% capacity or 100 people, whichever is less;Gyms, yoga studios, and fitness centers at a maximum of 10% capacity;Hair salons, barbershops, nail salons, and body waxing studios;Libraries and bookstores at a maximum of 50% capacity;Shopping malls at a maximum of 50% capacity, with closed common areas, and reduced food court capacity;Aquariums and zoos at a maximum of 25% capacityBusinesses that have been reopened under their safe reopening plans may have to be modified to meet the state's new percentages on capacity, according to Gary Johnston, the county's Chief Resiliency Officer on Reopening."The safe reopening plans, you need to modify those and express on those plans how you're going to adhere to the requirements that came out with the state," Johnston said.California's new rules for reopening are based on a four-tier, color-coded system that counties will move through based on their number of cases (case rate) and the percentage of positive tests. The system replaces the state's monitoring list.Based on the state’s new tool, San Diego County is in the red "Substantial" tier. The red tier covers counties with a case rate of four to seven daily new cases per 100,000 people and 5% to 8% positive tests. "We are following what's on the website ... as it relates to what's being recommended for tier two."Bars, breweries, and distilleries that do not serve food are still not cleared to reopen for indoor operations, according to the state. Theme parks are also not permitted to reopen.Wooten cautioned that the success of reopening any indoor operations this time around depends on compliance with the guidance and locals being safe."This time what we hope will happen, but it relies on people's behavior, is that as we are opening up 25% or 50% of capacity, not full 100%," Wooten said. "As we see issues people should also be clear that we will shut down entities if they are not following the guidelines and if there are particularly outbreaks occurring as a result of not following those non-pharmaceutical strategies."In order for San Diego County to move up a tier, it must stay in tier two for at least three weeks. Then to move up, it must meet the next tier's criteria for two consecutive weeks.
