SAN DIEGO (KGTV) — Police are searching for a hit-and-run suspect who drove into a woman using a motorized chair in Central San Diego.On Dec. 9, just before 4 a.m., San Diego Police say 62-year-old Gloria Williams was riding her motorized mobility device in the left lane of the 100 block of Euclid Avenue, heading northbound. It's not clear why Williams was traveling in the roadway in the Lincoln Park area.The driver of a dark-colored SUV collided into the back of Williams and continued to drive northbound, according to police. Williams died at the scene.Police said they were able to retrieve some details of the suspect's vehicle using optical sensors from nearby Smart Street Lights. The street lights also captured the suspect stopping at a nearby gas station.Gas station surveillance footage showed the suspect, a black man wearing a Pittsburgh Steelers hooded sweatshirt and checkered pants, enter the gas station using a cane.Police are now asking the public for help to identify the suspect. SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) - More local employees are losing their employer health insurance benefits during the COVID-19 crisis.10News was contacted about employees at the San Marcos Veterinary Clinic who were apparently working just as many hours but their medical benefits have been dropped.10News spoke to the owner of the clinic on Thursday who said she was forced to make the tough and emotional call to drop her 13 employees' health benefits, including her own, in order to keep them on the payroll and keep the clinic’s lights on during the pandemic. She said the decision was made out of desperation. Not greed.On Thursday, 10News interviewed Anthony Wright with Health Access California, a consumer advocacy group. “A stay in the hospital for say seven or ten days on a ventilator, which is the treatment for having a severe case of this virus, could be in the tens of thousands of dollars if you're not covered” he told 10News.So, what if you lose your coverage during the pandemic? Wright told 10News that Californians can try COBRA, which temporarily extends your same employer-based health plan, but there’s a downside. “That's a very expensive option for most people,” he added.Wright said a better option could be Covered California, the state's health insurance marketplace that allows individuals to buy coverage at federally subsidized rates.Covered California’s open enrollment period has been extended through June, amid concerns over the virus. “How much Covered California costs is very much dependent on your current income. It's a percentage of your income on a sliding scale,” he said. SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. SAN DIEGO (KGTV) - One man was injured in a stabbing in Spring Valley Sunday evening, according to the San Diego Sheriff's Department.Deputies said that a man between the ages of 40 and 50 was transported to the hospital after another man stabbed him, and he is expected to survive.The call to the residence near Dale Avenue and S. Bonita St. came in shortly after 6 p.m. Sunday.Deputies said that a weapon was found, and they are currently investigating.This is a developing story. 10News will update as information becomes available.  559
