SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

SAN DIEGO (CNS) - An ex-con accused of abducting and sexually assaulting a woman in two separate locations before letting her out of his truck in Logan Heights pleaded not guilty today to felony charges, including rape and sexual penetration by force.Phillip Terrel McLeod, 47, who has a criminal record that includes a similar kidnapping case from 2002, faces 160 years to life in prison if convicted, said Deputy District Attorney Patrick Espinoza, McLeod was ordered held on million bail.The prosecutor said the 27-year-old alleged victim in the current case was initially attacked on Delta Street near Balboa Elementary School about 11:30 p.m. on Dec. 20.Espinoza alleged that McLeod pulled up and threatened to use a Taser on the woman, then forced her into his white pickup truck and drove her to an area near 39th Street and Broadway in Mount Hope, where she was sexually assaulted.The prosecutor said the victim fought back and McLeod drove her to Logan Heights, where he allegedly tried to rape her again. SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement.In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. SAN DIEGO (CNS) - Authorities put out a call Monday for any additional alleged victims of a 35-year-old man accused of running a loan sharking scheme primarily targeting Latinos in San Diego County.FBI agents and Escondido police detectives arrested Hamze Mohamad Karnib, who goes by Alex Karnib, Thursday at his San Marcos home on suspicion of extortion and making criminal threats, FBI spokeswoman Davene Butler said.Karnib allegedly targeted Latinos and demanded repayment well above the amounts borrowed by his victims, Butler said. He then allegedly intimidated and threatened borrowers who couldn't meet his demands.He was being held in lieu of ,000 pending arraignment, scheduled for 1:30 p.m. Jan. 8, according to jail records."Threatening and criminal behavior that targets the Latino or any other members of our community will not be tolerated," San Diego County District Attorney Summer Stephan said in a statement.
