OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

On World Autism Awareness Day, Monday, April 2, Pennsylvania theme park Sesame Place announced that it was the first theme park in the world to complete training to become a Certified Autism Center (CAC). The park's certification was granted by the International Board of Credentialing and Continuing Education Standards (IBCCES). IBCCES says that Sesame Place is "the first theme park in the world to receive such a distinction."Sesame Place is located at 100 Sesame Road in Langhorne, Pennsylvania. The park features rides, shows, parades, and full size characters and opens for the season on April 28 at 10:00 a.m.The Sesame team members were trained in sensory awareness, motor skills, autism overview, program development, social skills, communication, environment, and emotional awareness, so that staff members can cater to all guests who visit the park.One of the most helpful outcomes of this certification is the IBCCES?Sensory Guide, which breaks down each of the rides' stimuli. This guide grades the rides in terms of touch, taste, sound, smell, and sight stimulation. The senses are scored from 1, which is a low stimulation, to 10, which is a high stimulation.The park has quiet rooms for guests needing to recover from sensory stimulation from the rides. They also have noise-canceling headphones, or WhispEars, on a first come, first served basis for guests with hearing sensitivity.
