And over the last year, there have been some doozies. Of the 50 most outrageous things left behind are things like a full set of 18K gold teeth, a salmon head, a breast pump with breast milk, and an 8-week-old Chihuahua.Yes. A dog. (KGTV) - The start of a new year will bring significant changes to laws for California drivers, including those with a history of driving under the influence. First time and repeat DUI offenders whose violations resulted in injury will be required to use an ignition interlock device for a period between one and two years. The device is the size of a cell phone and wired into a vehicle’s ignition system. In order to start the vehicle, the driver must blow into the device. The user’s blood alcohol level must be below a pre-set low limit, usually .02, according to the Centers for Disease Control. RELATED: Here are the new laws going into effect on California roads in 2019If a measurable amount of alcohol is detected, the ignition interlock enters a brief lock-out period of a few minutes, with a longer lockout for any subsequently failed test. The system is also capable of detecting mouthwash, which will trigger a positive test until the alcohol dissipates from the driver’s mouth, usually within minutes. Once on the road, the devices have ‘running retests’ which require drivers to blow into the locks at random intervals. If the driver fails, the vehicle’s horn will honk or the lights will flash to alert law enforcement to a violation. The devices aren’t cheap for DUI offenders. They must pay between -150 to install, and about -80 per month for monitoring and calibration. The standards for the devices are established by the National Highway Traffic Safety Administration (NHTSA). The CDC has linked ignition interlock devices to lower DUI rates. The agency’s research found repeat offenses dropped about two-thirds due to the locks. Mothers Against Drunk Drivers reports the average drunk driver has driven under the influence 80 times before a first arrest. More than 2 million drunk drivers have had three or more prior convictions, according to MADD. California is one of 31 states to approve the devices. 1941

(KGTV) — The addition of a "notorious" galactic cantina will bring not only smugglers and bounty hunters to Disneyland in 2019, but also alcohol sales for the first time.Disneyland's "Star Wars: Galaxy's Edge" will be home to Oga's Cantina, an "otherworldy" stop for music and exotic concoctions, park officials announced Thursday.Among the cantina's limited menu options will be wine, beer, and both non-alcoholic and alcoholic cocktails, according to Disney officials. Officials added that those drinks will need to consumed inside the cantina — so no running around at light speed with a drink.RELATED: Disneyland's 'Star Wars' expansion gets an opening dateMenu options for kids and those under 21 will also be available, officials promised. The "Star Wars" inspired cocktails mark the first time alcohol will be publicly sold at the park since it opened in 1955.Alcohol sales are already allowed at Disneyland's California Adventure Park and Downtown Disney. The only other area inside Disneyland where alcohol is served is inside the park’s secretive private Club 33.RELATED: Disneyland will soon allow guests to order food with their mobile appOga's Cantina sits in what Disney officials are calling the Black Spire Outpost on planet Batuu. Guests will experience a classic "Star Wars" atmosphere, with music provided by a droid from the park's former Star Tours attraction, an array of characters, and more."With a history of being a smugglers’ safe haven and a popular stopping point for those seeking to avoid the authorities, you can bet that the cantina has a story or two to tell," park officials wrote.Disneyland is moving the new Star Wars land into a portion of the park's "Frontierland." The area will also include new attractions in a completely themed experience."Star Wars: Galaxy's Edge" is set to open at Disneyland Resort in summer 2019 and at Disney World in late fall 2019. 1985

(KGTV) — Texas Border Patrol agents found themselves caring for an 18-month-old child after her mother was taken to the hospital after crossing the border illegally. The infant was taken into Border Patrol's care on Tuesday after a pregnant Honduran woman traveling with the girl was caught crossing the border, according to U.S. Customs and Border Protection. The woman was experiencing abdominal pain and taken to Fort Duncan Regional Medical Center. While the mother received care, agents looked after the child at Uvalde Border Patrol Station until her mother was released.“I am proud of the agents and staff who continue to show great compassion during this humanitarian crisis on our southern border,” Del Rio Sector Chief Patrol Agent Felix Chavez said in a release. “However, our agents are continually pulled from their enforcement duties to watch over people at hospitals, and in this case a child while her mother was receiving care.”The mother was eventually allowed to leave from the hospital and reunited with her child, CBP said. They were both then processed by CBP officials. 1098

(KGTV) - The group leading the campaign to transform the San Diego County Credit Union Stadium site into a west campus for San Diego State University has major concerns over the question that will be posed to voters on the November ballot. Friends of SDSU is dismayed to the point that the issue could wind up in court. "Our position is we've correctly portrayed the initiative measure in our corrected version. If that isn't acceptable for whatever reason, we'll have to determine whatever remedies are available," Attorney Ken Lounsbery, speaking on behalf of the campaign, said to the City Council on Monday. RELATED: San Diego State's Mission Valley stadium plan includes NFL possibilitySDSU West is competing with SoccerCity, a private development, over the future of the 166-acre site. Both are promising a smaller stadium with a river park. The City Attorney's office, which is suing to get both thrown off the ballot, developed the language for both initiatives to go before voters. The SDSU West question, of 75 words, doesn't say the university would buy the land for fair market value. It also says the California State University Board of Trustees would determine development, which "may" include a new stadium, academic building, residential, and retail. RELATED: SoccerCity would bring?97,000 daily vehicle trips to Mission Valley, SANDAG saysLounsbery said that sells the initiative incredibly short."There are certain improvements that are listed and they are mandated," Lounsbery said. "As the ballot questions says, they - may - be built or completed."Lounsbery submitted changes to the City Council, but Assistant City Attorney Leslie Fitzgerald rebutted his seven key points. RELATED: Councilman Scott Sherman compares SoccerCity, Friends of SDSU plansFor instance, she said the initiative does not say the land must be sold at fair market value. "The language must be accurate, cannot be misleading or advocate," she said. "We would not recommend the changes proposed in the motion."Still, three council members - Lori Zapf, Barbara Bry, and Chris Ward - voted to change the language to Friends of SDSU's request. But the full council overruled them.Ultimately, the council, with Chris Cate absent, unanimously voted to send SoccerCity and the SDSU West initiative to the Registrar of Voters, both with the City Attorney's language.   2448
