SAN DIEGO (CNS) - A flurry of businesses can reopen Friday throughout San Diego County, but community-transmitted COVID-19 outbreaks have activated one of the county's public health triggers, placing a pause on any additional openings allowed by the state.The county also reported 238 new cases of the illness on Thursday, a new daily high and one that moved the total number of cases in the county over the 10,000 milestone to 10,092. Another four deaths were reported Thursday, raising the total deaths related to COVID-19 to 331.These new cases comprise 2% of a new daily high of tests reported, 10,070, for a cumulative total of 254,391 tests since the pandemic began.The businesses scheduled to open Friday, including personal care businesses like skin care and waxing salons, tattoo parlors, massage therapists and nail salons -- will still be allowed to open, but San Diego County Supervisor Nathan Fletcher said any further openings allowed by Gov. Gavin Newsom wouldn't be implemented until numbers go down."We continue to implore the public to wear facial coverings and avoid having gatherings at your home," Fletcher said.The culprit in the county's pause action is the eight community- transmitted outbreaks San Diego County has recorded in the last week.As part of the 13 public health triggers announced earlier this month, the county could take industry-specific actions, pause all reopening efforts or even dial back reopenings if enough of the metrics rise above a certain threshold. The threshold for community outbreaks -- defined as three or more lab-confirmed cases from different households -- was seven or fewer in a week's span.The eight outbreaks from June 11-17 is the most in a one-week span since the pandemic began, eclipsing the previous high of six during the week of April 29-May 5.However, if no new outbreaks are reported Friday, three of those outbreaks will fall off the rolling seven-day period the county is monitoring, bringing the metric back to "green."The two outbreaks reported Thursday were at a campground and a social club. Fletcher did not report where exactly those were, or the previous outbreaks, saying doing so would "undermine" the county's cooperation from self-reporting businesses and other locations.Nolita Hall posted on its Facebook page that an asymptomatic employee had tested positive for COVID-19 and that the Little Italy restaurant would close until June 30 for deep cleaning. It was unclear as of Thursday if that restaurant was one of the community outbreaks reported, but Dr. Wilma Wooten, the county's public health officer, said the outbreaks reported at restaurants were only among staff.Fletcher said the county would increase "targeted enforcement" of businesses in violation of public health orders.Newsom announced Thursday that Californians would be required to wear masks in public. San Diego County as well, as eight other counties in the state, already had such orders in place.Exemptions include children under the age of 2, those with hearing disabilities or who work with those with hearing disabilities who need to see mouths to communicate, and those who otherwise have a medical issue that causes masks to pose a danger to their wellbeing.Masks are not needed in private transportation, at work when not interacting with the public or while exercising so long as a person can maintain social distancing.Wooten, with a nod to how long the COVID-19 pandemic could impact the region, said it may not be safe for people to have gatherings at their homes "until sometime next year," a far cry from the mid-March hopes of flattening the curve and ending the pandemic."With the reopenings, people think we can go back to the pre-COVID existence, and we cannot," she said.A total of 106 outbreaks of the illness have been tracked since the pandemic reached San Diego, with more than half currently inactive. Past community outbreaks have included church meetings, parties and a wedding.A proposal from Faulconer was announced Thursday aimed at creating more outdoor dining and retail space for San Diego businesses, which he says will help make up for revenues lost due to indoor restrictions put in place to slow the spread of COVID-19. SAN DIEGO (CNS) - A grand jury indictment charging three San Diegans with conspiracy to commit fraud, grand theft, forgery and identity theft was unsealed Thursday, alleging the defendants defrauded more than 100 local Navy service members out of millions by selling the service members unnecessary life insurance policies.Paul Flanagan, 54; Ranjit Kalsi, 52; and Gregory Martin II, 49, are accused of selling 4,700 life insurance policies and annuity contracts to service members who already had life insurance through the Navy, otherwise known as Servicemembers' Group Life Insurance.Prosecutors allege the defendants -- through their company, Go Navy Tax Service -- misrepresented what services the company was providing when they sold policies to the service members. Bank accounts were opened in the service members' names to make automatic payments toward the policies' premiums, though the victims believed they were signing up for a retirement savings account or other services, rather than life insurance policies.Flanagan, the company's owner, pleaded not guilty to nearly 70 felony counts at the downtown San Diego courthouse Thursday afternoon. Kalsi and Martin, who allegedly did the bulk of the sales out of the company's office -- a trailer located near the San Diego Naval Base on 32nd Street -- were arraigned Wednesday afternoon.The defendants face more than 20 years in prison if convicted of all counts, according to the San Diego County District Attorney's Office. Prosecutors allege the victims were defrauded out of around .8 million total.The company's website, www.gonavytaxservice.com, currently only provides a brief statement on its homepage, which reads, "Hello, we are currently unable to provide Tax Preparation Services this off-season. Sorry for the inconvenience. If you need anything else, please call us and leave a message. Someone will get back to you asap."Flanagan's attorney, Earll Pott, said outside court Thursday that the allegations against his client were "mystifying," as he alleged the service members should have been well aware through bank statements that their accounts were being accessed and why."If this was a fraud, it was a pretty short-lived fraud and it made no sense at all," Pott said. "Within two months, these guys were going to get statements that told them exactly what the product was that they had, and they had a clawback provision where they could come back and complain, and say `well, I didn't understand this' or 'I don't want this,' and the insurance company would have refunded the money."According to Pott, Flanagan was out of state during most of the time of the charged incidents and simply received and submitted the policy applications. But as to Kalsi and Martin, Pott said, "We don't have any reason to believe that the two agents involved did anything appropriate either."The attorney said, "The disturbing thing about this prosecution is the suggestion that the government's going to come in and second-guess whether or not you need these particular financial vehicles. There's nothing illegal about getting more insurance or having another investment vehicle that helps you feel more secure in their retirement."Kalsi’s attorney, Domenic Lombardo, had no comment at this time.Martin’s attorney, Jeremy Warren, tells 10News, “Mr. Martin has been aware of the investigation for some time and vigorously denies the allegations. SAN DIEGO (CNS & KGTV) -  Police believe a woman who crashed her car into a home in Talmadge  was intoxicated at the time.The crash happened about 2:30 p.m. Saturday at a home on Winona Avenue near Lucille Drive, according to San Diego police.A 23-year-old woman was driving her 2017 Honda on Winona Avenue at a high speed when she veered off the road and ran into the corner of a nearby home, according to San Diego Police Officer Robert Heims. The woman suffered serious head injuries and fractures to her right leg, and had to be taken to a hospital.No one in the home was injured.Police processed the driver for allegedly driving under the influence, Heims said.A building engineer was called in to assess structure damage, and the Red Cross helped with two residents displaced by the crash, San Diego Fire-Rescue spokesman Jose Ysea said. 880

SAN DIEGO — The race to replace former Congressman Duncan Hunter in California's 50th Congressional District is in a virtual deadheat, according to a new scientific poll.The ABC-10News Union-Tribune SurveyUSA poll shows Republican Darrell Issa, a former congressman, leading Democrat Ammar Campa-Najjar 46 percent to 45 percent, within the 5.4 percent margin of error. “This poll I think is a shocker for many political observers, including myself,” said Thad Kousser, political scientist at UC San Diego. “You have an establishment, well-known candidate in Darrell Issa with proven fundraising ability in a district that until a couple years ago was the reddest district in California, so many people thought that by this time the real start of the campaign season Darrell Issa would have a huge lead over Ammar Campa-Najjar.”Hunter resigned in January after pleading guilty to a single felony conspiracy count. Federal prosecutors accused him and his wife Margaret of misusing 0,000 in campaign funds. Hunter, under indictment during the 2018 election, still defeated Campa-Najjar by 3 percentage points, or 9,000 votes in the 50th District, which leans Republican.Campa-Najjar is running in 2020 to take the open seat. He secured the most votes in the Super Tuesday primary against a split Republican field, with Issa coming in second. SALT LAKE COUNTY, Utah – It’s been said that dogs are a man’s best friend. Jared Johnstun is lucky enough to have not one, but two furry sidekicks.“Yes, you’re good boys aren’t you?” Johnstun said to his two goldendoodles sitting beside him on the floor. “They’re a little tired today too.”Jared Johnston knows a thing or two about being worn out.“I’m a physician who works mainly in the intensive care unit,” Johnstun said. “I’m a pulmonary critical care doctor.”Since COVID hit, the doctor has been going non-stop.“You know, for 10 days or 12 days in a row, I’m in the hospital every day, some days I’m there for 12 hours,” Johnstun said.As a doctor, he’s seen it all but for him, the pandemic is different.“It was definitely a shock to me,” he said.About two months in, Dr. Johnstun, used to living alone, suddenly felt like something was wrong.“You know, I just realized that I wasn’t doing well,” he said.So, he made a move he never expected.“I’m a 40-year-old ICU doctor and I live with my parents,” he said with a chuckle.Johnstun now lives with his mom and dad near the hospital he works at.“I tried to do all this by myself initially and I just couldn’t do it,” Johnstun said.He’s not alone.“In medicine, there has been this long tradition of everything is fine and we got this,” said Dr. Amy Locke, the Chief Wellness Officer at the University of Utah Hospital.Doctors and nurses are facing challenges unlike many have ever seen in their career. That is why hospitals like the University of Utah are turning to wellness officers.“It’s kind of like counseling,” Locke said. “You know, checking in, making sure people are doing OK and that they’re able to access resources.”At the University of Utah’s resiliency center, their resources are being used more than ever.“Our interactions with people have more than doubled over the last six months,” Locke said.Doctors like Johnstun are applauding the efforts made by hospital groups throughout the country.“In general, the mental health of the physicians and nurses and all health care workers is something that really hasn’t been talked about.”He said talking to other health care workers on the COVID-19 front lines has been eye opening.“We’re talking about what is it going to look like in 10 years when you have a whole generation of doctors and nurses who have PTSD?” Johnstun said.As for Johnstun, he has found healing in being around family, practicing yoga, meditating and exercising.Even after all he has been through in the past eight months, he believes he’s exactly where he should be.“(Doctors) have found a calling and a purpose in fighting COVID and taking care of the people who have COVID,” he said. “I couldn’t imagine myself doing anything else.
