CLEVELAND — A Cleveland school security guard who was charged with rape, accused of soliciting and sexually assaulting multiple students, was reported for inappropriate behavior to Cleveland Metropolitan School District months before he was arrested. Derrick Dugger, 29, a security guard at East Technical High School in Cleveland is due back in court Tuesday morning for the charges. According to court records, investigators said he forced a 15-year-old girl to perform oral sex and sent inappropriate messages to students. A detective wrote in the report that Dugger was “predatory” and “a danger to these young ladies.”Dugger was formally charged with rape last week after an investigation began earlier in November, but one Cleveland family told Scripps affiliate WEWS-TV that they reported him months before.According to Joyce Swann, her 15-year-old daughter who has special needs made a complaint about Dugger soon after the school year began at East Technical High School.A CMSD report of that complaint obtained by WEWS is dated September 7 — more than 2 months before Dugger was charged.In the report, Swann’s daughter told the dean that at first, the guard asked her if she had a boyfriend and asked to check her phone. The next day, he greeted her by saying, “Good morning baby.”After that, the student reported, the guard told her he “liked the way she twerked that a**” on Instagram.The student said she felt uncomfortable and reported it to the dean, who called her mother and told her they would take a report and investigate.But Swann said she never heard an update until the day Dugger was charged.“Who would say that to a little kid? You’re supposed to be making sure these kids are safe and you’re preying on them,” Swann said.She said she is terrified of what could have happened had her daughter not reported it — and angry that the school didn’t do more initially.“My daughter is a special needs child. He never would have thought in a million years that she would go to authorities and make that report,” Swann said. “I don’t know if they just wouldn’t believe her because she’s an autistic girl or whatever, and he’s an authority figure.”Swann said she wishes she would have pursued the school more with updates on the investigation and encourages other parents to listen to their kids and take action.CMSD sent WEWS the following statement: 2399

Congressman Duncan Hunter is continuing to stand up for his political livelihood, one year after a federal campaign fraud indictment.Voters in the 50th District re-elected Hunter in November, despite 60 federal charges of campaign fraud against him and his wife Margaret. The Hunters were accused of misusing 0,000 in campaign contributions - funding things like lavish vacations and living expenses. Now, the congressman is facing attacks and challenges from members of his own party as he pushes to renew his term in 2020. "When he was first indicted, everybody wrote his political obituary," said Political Analyst John Dadian. But Hunter, a Republican, is very much alive. He beat Democrat Ammar Campa-Najjar in 2018, and is continuing to fight the charges in Federal Court.The challenges, however, are mounting. In June, Margaret Hunter reached a plea deal with prosecutors, agreeing to testify against her husband. Plus, Judge Thomas Whelan ruled federal prosecutors can use details of Congressman Hunter's alleged affairs with five Washington D.C. area women, allegedly funded with campaign contributions, as part of their case. "I think voters in the 50th District have said, and they clearly spoke in November of 2018, that they want to wait for the courts to decide and give them a clear judgment before they decide on the political fate of Congressman Hunter," said Thad Kousser, who chairs the political science department at UC San Diego. Hunter's trial has now been pushed back to mid-January to wait for a decision on his appeal to have the case thrown out. That means voters will be getting their absentee ballots while the trial is ongoing. "They're going to have very litlte time to make up their minds after this trial," Kousser said. In 2020, California will hold its primary on March 3. In prior years, the primary would be held in June. In addition to Campa-Najjar, a Democrat, a number of San Diego-area Republicans have challenged Hunter. That includes Former City Councilman Carl DeMaio, El Cajon Mayor Bill Wells, and former Escondido Mayor Sam Abed. Hunter's spokesman and his attorney both declined to comment Wednesday. 2160

CONIFER, Colo. – The Jefferson County Sheriff’s Office is warning people about leaving their cars unlocked after several incidents, including one caught on video, in which bears have gotten into vehicles.The sheriff’s office posted video on Facebook that showed deputies using a rope to open a car door in Conifer on Monday. A black bear then exits the car and runs off.The deputy recording the scene then shows the interior of the car, which was torn to shreds. CLEVELAND — As we’ve seen throughout this pandemic, people on both sides of the mask debate are passionate about where they stand.“It’s very sad that this has become a political issue,” said Sharona Hoffman, a professor of Law and Bioethics at Case Western Reserve University.On Wednesday night, an order from Governor Mike DeWine will take effect, requiring masks in public settings in parts of Ohio, including Ohio's three largest cities of Cleveland, Columbus and Cincinnati. Ohio, unlike a number of other states, does not have a statewide mandate on wearing masks. The move sparked increased chatter around the claim that these mandates infringe on the rights of Americans.“This shouldn’t be about people’s liberties,” said Hoffman.Government mandates are nothing new.“We have to pay taxes, we have to abide by the speed limit,” said Hoffman.During this pandemic, regulations requiring masks are no different and totally appropriate, according to Hoffman.“This type of regulation is legal, constitutional and very, very sensible,” said Hoffman.One of the main responsibilities of elected officials is to ensure the health and safety of those they serve.“It wouldn’t make sense to even have a government if their hands were tied and they couldn’t take these measures,” said Hoffman.Hoffman said people should be willing to mask-up on their own and not be told to do so.“This should be something that people are very willing to do not only to protect themselves but also to protect other people,” said Hoffman. Others expressed concerns about having to wear a mask out in their yard or walking from their car into a store.“You do have to wear it outside if you cannot consistently stay 6-feet away from other people,” said Hoffman. 1742

  

CLEVELAND, Ohio — A 10-year-old boy has been arrested and charged in the fatal shooting of his stepmother in late September, Cleveland police announced on Friday.According to authorities, Shavonne Willis, 36, was shot multiple times in the 3200 block of East 121st Street. When police arrived, the woman's 10-year-old stepson was found at the scene with no injuries. He was originally considered a victim in the case, according to police. 461
