SAN DIEGO (KGTV) -- San Diego police are investigating how a teenager ended up unconscious near a Walgreens store in Chollas View after her mother reported the girl had been kidnapped.The 13-year-old girl's mother called police shortly after 4 p.m. Monday and said her daughter was supposed to be at a friend’s house, but she later learned her daughter somehow ended up with a man she didn’t know.It is unclear how the woman determined her daughter was with the man.About 20 minutes later, police found the teen unconscious but breathing in the 600 block of Euclid Avenue. She was taken to the hospital, but her condition is unknown.Police said they are looking for the man that was believed with the teen. He is described as Hispanic, in his early 20s, with long hair. He was wearing reading glasses, a white T-shirt and possibly a black baseball cap. 860

SAN DIEGO (KGTV) - Rocks or BB pellets have hit more than a dozen taxis as they traveled near the San Diego International Airport over the past week, cab drivers told 10News.The attacks along Harbor Drive have left cracks in their windshields and dents in the vehicles’ sides, cabbies said.“It's life threatening and we are just shocked what's going on,” said cabbie Ahmad Saddat-Nejad.Saddat-Nejad, who has been driving for almost 30 years, said he has never had anything like these attacks happen.“My car was not even in motion. Suddenly, I hear ‘boom’. Somebody threw a rock,” he said, reporting an incident on Harbor Drive at Laurel Street.“It happened to five cars yesterday again,” said Alex Tegegne of the San Diego Taxi Association.Tegegne said the attacks occur every night after dark, from North Harbor Drive down the Embarcadero.“We start to say do we need a helmet, or what should we do now? Should we avoid going on Harbor? What can we do,” Tegegne told 10News.In all, 17 cabs have been targeted.“It is totally very scary, and the customers don't feel comfortable about it,” said Tegegne.Cab drivers say they can’t afford to lose those customers. The success of Uber and Lyft have taken a toll on the taxi industry.“We don't know if this thing is taking business from us. We are already on life support to begin with, but this will be another threat to our customers and also ourselves," Tegegne said.The threat could be enough to put drivers out of work.“He could have killed me and I’m scared of driving now. This is my living and how I’m supporting my family,” said Ezzaddin Fato.San Diego Harbor Police confirm the arrest of one suspect Saturday, but said another attack has happened since then. SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702

SAN DIEGO (KGTV) — San Diego Metropolitan Transit System (MTS) has updated its use of force policy to include a ban on the carotid restraint technique among other new policies.MTS said the agency is training officers and has started testing the policies, which include:Banning carotid restraints and choke holds, prohibiting the use of knee pressure on the neck, throat or headA requirement that the use of force to be proportional to the seriousness of the offenseRequiring officers to intervene if witnessing excessive force by another employeeA requirement to use de-escalation tactics when feasible (de-escalation training was previously provided, but now written into policy)Requiring a warning prior to the use of forceMTS will also begin its fare diversion pilot program on Sept. 1 to help riders caught without fare avoid court fees or a citation.RELATED: San Diego MTS steps up efforts to keep riders, workers safeThe new policies come after several local agencies moved to end the use of the carotid restraint technique and reform their own use of force policies."These reforms to the use of force policy are another step in our effort to comprehensively restructure our approach to transit safety.
