SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. SAN DIEGO (KGTV) - Many Asian American business owners continue to struggle during the pandemic, but a North County teen is hoping to help by creating a website to support local restaurants."I was hearing a lot of stories about Asians in my community experiencing discrimination during the pandemic," said 17-year-old Kaia Culotta.The teen said coming from a family of small business owners, she wanted to do something to help."I realized that there wasn't an easily accessible, comprehensible list of Asian owned businesses in my community," said Culotta. "So, I saw a need for that."For weeks, Culotta learned how to code through free programs online to build a website. The "Help Asian Owned Businesses" site has an extensive list of restaurants located around the county.Culotta said her project sparked the interest of San Diego City Councilmember Chris Cate. He even shared a video promoting the site on social media."It is awesome. It's such a neat thing to be doing out of the goodness of her heart," said Joe Kao, owner of R3fresh Juice Bar.After seeing Cate's video, the small business owner reached out to the teen to thank her for putting the site together.Kao said his business, like many others, had fewer customers during the pandemic. SAN DIEGO (KGTV) - Local supporters of both Joe Biden and Donald Trump were watching the election vote count closely throughout Friday.Ellen Nash, who heads the San Diego chapter of the Black American Association of Califorina, a minority advocacy group, put up her Biden/Harris yard sign about a month ago.During the election season, she helped organize a voter registration campaign. Since election night, it's been a constant case of the nerves."Incredibly excited, praying night and day," said Nash.Her eyes have been glued to the television and coverage of the vote count. Throughout Friday, her candidate edged closer to being declared the winner."I will feel relieved that the trauma is over. I'm speaking as a black woman who has been under significant trauma the last four years, in terms of some of the language and behavior of the leader of the free world. Hopeful change is coming," said Nash.There is no questioning her dislike of President Trump, but on this day, she is focused on the country’s future."I believe Biden can bring this country together. I believe he can help us heal as a nation," said Nash.It's a different opinion for local Trump supporter, Blake Marnell.During the campaign, Marnell garnered national attention for wearing a brick wall suit, illustrating his support of President Trump’s border security policy. Trump even called him up on stage, as Marnell attended some 15 rallies where the president appeared."He has the right to make these legal moves. He shouldn't be conceding ... mainstream media can do anything they want in terms of calling an election. They paid off ,000 in debt and saved ,000 for the down payment.“It’s actually like adjusting in terms of watching television, and they had like the Disney Channel on, and we had to take turns so I could watch the news,” said Jennifer’s father.According to Hot Pads, it takes 28 years for a San Diego renter to save enough to put down 20 percent on a median-priced home.
