TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." She also urged all the participants to make concerted efforts to reach a consensus during the climate talks.

BEIJING, Nov. 2 (Xinhua) -- Chinese companies' overseas investment rose 10.4 percent year on year in the first nine months even as global investment as a whole dropped sharply over the period, a senior Chinese official said Tuesday.Chinese companies invested 36.3 billion U.S. dollars overseas in the first three quarters, excluding investments in financial sectors, as other other companies, hit by the global downturn, reduced overseas investment, Zhang Xiaoqiang, vice chairman of the National Development and Reform Commission, China's top economic planning agency, said at the opening of the 2nd China Overseas Investment Fair in Beijing.China has emerged as a major source of foreign direct investment (FDI) outflows.Although global FDI outflows dropped 40 percent year on year in 2009, China's overseas investments rose 14.2 percent year on year to 47.8 billion U.S. dollars, said Zhang.By the end of 2009, more than 12,000 Chinese firms had set up 13,000 overseas enterprises in 170 countries and regions, he said. The National Development and Reform Commission approved the two-day Second China Overseas Investment Fair, which the China Industrial Overseas Development and Planning Association (CIODPA) and China Development Bank are co-hosting.Representatives of government, multinational companies, international organizations and financial institutions from more than 120 countries gathered at the trade fair to persuade Chinese investors to invest overseas.

BEIJING, Sept. 12 (Xinhua) -- Justin Yifu Lin, Chief Economist and Senior Vice President of the World Bank, said here on Sunday that China's economy is doing well.Speaking at a forum with two Nobel Prize winning economists in Beijing, Lin praised China's economic policies as "visionary" while the three economists talked about the challenges ahead."We admire the Chinese economy. But GDP is not all being directed for people's happiness." Roger Myerson, a professor with the University of Chicago and a Nobel Prize winner, said. The Chinese economy needs increased labor income and welfare to continue its rapid development, Myerson added.A spate of strikes and worker suicides hit the manufacturing hub of Guangdong in south China beginning in May, as workers demanded higher pay.Lin also called for government support in encouraging Chinese companies to become industrial "first movers" . "As a first mover, you can form the pattern," he said.
