VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said. The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. Fangman is being held without bail and is due back in court June 20 for a readiness conference.Investigators have uncovered two additional victims and believe there may be more, they're asking anyone who has information to contact the Carlsbad Police Department's tip line at 760-931-3819 or TipLine@CarlsbadCA.gov. 1536

WASHINGTON — The Justice Department has unsealed charges against a Libyan bombmaker in the December 21, 1988 explosion of Pan Am Flight 103 over Lockerbie, Scotland. The attack killed 259 people in the air and an additional 11 on the ground in the town of Lockerbie. The flight was leaving London's Heathrow International Airport heading to New York's John F. Kennedy International Airport. Most of those onboard were Americans. "There is no question that the Pan Am 103 attack was aimed at the United States. And this heinous assault lives in infamy in the collective memory of the American people," Attorney General William Barr said during a Monday press conference unsealing the charges. Barr unsealed charges against Abu Agila Mohammad Masud, who officials believe is in Libya.Forensic investigators determined plastic explosive had been detonated in the Boeing 747's cargo hold. The charges were announced on the 32nd anniversary of the bombing and in the final news conference of Attorney General Barr’s tenure, underscoring his personal attachment to a case that unfolded during his first stint at the Justice Department under President George H.W. Bush. 1170

WASHINGTON — The Supreme Court has agreed to review a court decision that the NCAA has said blurred “the line between student-athletes and professionals.” A lower court ruling removed caps on education-related money that certain football and basketball players can receive. The case will be argued before the Supreme Court in 2021 with a decision expected before the end of June. The NCAA contends that antitrust law allows its member schools to impose certain restrictions, like on athlete compensation, in an effort to promote competitive equity and have a product for dans that is distinct from professional sports, according to USA Today. The NCAA claims a change to this arrangement would have larger implications on professional level sports leagues. An appeals court panel in May upheld a lower court ruling barring the NCAA from capping education-related compensation and benefits for student-athletes in Division I football and basketball programs. Such benefits could include cash payments for academic performance. The lower court's ruling said the NCAA could still set limits on compensation not connected to education. The association has revealed proposed rule changes that would allow athletes to make money from their names, images and likeness. Those proposed changes are set to be voted on in January. Division I conferences can still independently set their own rules. 1395

VISTA (CNS) - A male recently reported missing from Oceanside was hospitalized this morning after he was struck by an SUV in Vista. The collision was reported just before 3 a.m. at 2405 N. Santa Fe Ave., said San Diego County sheriff's Sgt. Kevin Johnston. The pedestrian was struck by a red Dodge Dakota that was southbound on Santa Fe Avenue. ``The driver of the Dodge Dakota looked down briefly and when he looked back up a pedestrian was standing in the middle of the roadway in front of him,'' Johnston said. ``The driver of the Dodge Dakota attempted to swerve but collided with the pedestrian.''Oceanside firefighters provided first aid to the pedestrian who suffered an apparent broken leg and was unconscious with what appeared to be severe head trauma, the sergeant said.He was taken to Palomar Medical Center for treatment, Johnston said. The SUV driver remained at the scene and speed or alcohol do not appear to be factors in the crash, he said. 964

Viewers to Friday’s White House news briefing heard press secretary Kayleigh McEnany claim that Paw Patrol had been canceled.“We saw a few weeks ago that Paw Patrol, a cartoon show about cops, was canceled. COPS was canceled. Live PD was canceled,” McEnany said. "Lego halted sales of their Lego City Police Station. It's really unfortunate."But a Nickelodeon spokesperson refuted that claim Friday afternoon, saying that the show has not been canceled. Also, Lego is still selling Lego City Police Stations on its website.Paw Patrol is a children’s cartoon that shows dogs in rescue situations. The cartoon includes dogs working as police officers, firefighters and other rescue type jobs. The show claims to be the No. 1 ranked TV program for pre-school children. While Live PD and COPS succumbed last month to pressure to cancel amid national unrest over policing and racial injustice, Paw Patrol has remained on the air. There were a few social media posts made that claimed that the show depicts policing in a positive light, and thus should be canceled. The show also caught flack for joining other TV shows in a social media blackout on June 7, which said “muted and listening.”President Donald Trump’s son Eric said that the people who were calling to cancel Paw Patrol are “truly insane.”Besides Paw Patrol remaining on Nickelodeon, the cartoon series is slated to have a full-length movie. The movie is slated for an August 2021 debut. 1450
