Surprise, Arizona, police arrested a man after his toddler was found wandering the neighborhood for the third time this year.Surprise police report that on March 7 about 9:30 p.m. a toddler was found wandering in a neighborhood.Police say the same child was seen wandering the area two other times since January.Police made contact with the child's father, 26-year-old Daniel Dwain West, who appeared to be "under the influence of some mind-altering substance," according to police.West reportedly told them that his son is a "smart 3-year-old" and "escaped through the front door," while he was feeding the boy.Police say the child was found nearly a third of a mile from home, wearing soiled pajama bottoms.West was arrested for endangering the life of a minor. 775

She would have turned 2 this week."We should be celebrating with presents and a birthday cake, but instead we are talking about her death," Chloe's mother, Kim Wiegand of Granger, Indiana, told reporters at a news conference in nearby South Bend.She said she spends time with her daughter's urn every night.Chloe's grandfather, Salvatore Anello, has been charged in Puerto Rico with negligent homicide. He insists he's colorblind and didn't know the 11th floor window in the children's play area was open. He said he believed he was lifting Chloe so that she could bang on the glass like at a hockey game.The lawsuit says the company violated industry standards by failing to provide reasonably safe windows in an area where children play on the ship.The wrongful death lawsuit was filed in U.S. District Court in Miami. Several people were injured Saturday during the Capital Pride Parade while running from what they thought were gunshots, authorities said.Cmdr.
