SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) — As hundreds of Regal Cinemas in the United States face the potential for closure, other movie businesses are thriving.Cineworld, the parent company for Regal Cinemas, tweeted Sunday, saying “We can confirm we are considering the temporary closure of our U.K. and US cinemas, but a final decision has not yet been reached. Once a decision has been made we will update all staff and customers as soon as we can.”Conversely, a locally owned San Diego theater is thriving during this time. Douglas Yeagley owns Cinema Under the Stars, a small, outdoor Mission Hills movie theater. You can’t do live music, you can’t do anything like that, you have to be in your car or something like that to see a performance of some nature, so this particular works well because you are super safe here, open-air,” said Yeagley.He said they’ve had to change a few aspects of business, including cutting seats from 62 to 42 per showing, spacing seats out for social distancing, cleaning seats twice between each showing, and also requiring face masks when standing. Even with the changes, they sell out most nights.Yeagley said he’s been to a few indoor movies since the pandemic and noticed the lack of others inside the theater, noting that there are a few key factors keeping people away from the indoor movie setting. The indoor location is a large factor, but also the delay of the release of major pictures is keeping people away.“There’s got to be a reason to come to that movie and you have to have an interest in that movie,” he said.The announcement from Regal Cinemas comes shortly after the announcement that the release of the latest Bond film would be delayed from November of 2020 to April of 2021 and the filming of many major pictures is delayed.In San Diego County, indoor movie theaters are able to operate at either 25% capacity or 100 people, whichever is fewer. While the indoor movie industry is taking a hit right now, Yeagley said he expects it to bounce back eventually, however it will take time and could look different once it recuperates.“I think so because people like to escape and that’s what you do in a movie. In another bag is everything needed for their appointment, from combs to scissors."So they can feel comfortable that when they sit down, everything has been sanitized for them," said Gila Rut President Keri Davis-Duffy.Inside the salon: masks, social distancing, and capes disposed of after each appointment. The owners are intent on protecting clients, staff and also, the business. A day head of an appointment, clients are emailed a waiver."They have to sign a waiver releasing Gila Rut of any liability should anybody contract COVID-19," said David-Duffy.Davis-Duffy is hardly alone. At the Point Loma Sports Club, set to open Friday, a liability waiver is also required before you can enter. Across the county and country, at salons, gyms, offices and even the New York Stock Exchange, waivers are quietly becoming the new normal. It's unclear how much they're really needed. Attorneys tell us it would be hard to prove a business caused an illness. and the waivers don't protect a business against 'gross neglience.'"If someone signs a waiver, that means they agree not to hold someone else responsible for any damages. What we're seeing here are businesses trying to avoid liability when a patron is exposed to covid-19 at their place of business. Waivers are not, however, ironclad. For a business to be protected, the business must show that such a waiver was signed and that it covers the potential claim. Even if a business shows that, a waiver is invalid if the business was grossly negligent or reckless. Also, a person could challenge a waiver by claiming it was signed under duress or that it was unconscionable," said attorney Evan Walker.For Davis-Duffy, the waiver is simply another precaution."We're in a vulnerable business ... Documents show that Hunter is scheduled to appear in court Tuesday at 10 a.m. for a "change of plea hearing." Hunter said he would plead guilty to one count of misusing campaign funds in an interview with San Diego TV station KUSI. "My trial was set for January 22 -- that's not going to happen now. Tomorrow, on Tuesday, I'm going to change my plea to guilty. I think it's important not to have a public trial for three reasons, and those three reasons are my kids ...
