Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. (KGTV) - A brush fire erupted near homes in the Eastlake area of Chula Vista Tuesday, but no evacuations were ordered as crews doused the flames.The fire was reported shortly after 9 a.m. near the 400 block of Agua Vista Drive, according to Cal Fire officials.The blaze briefly burned vegetation several yards from some homes, but crews in the air and on the ground were able to stop the fire’s spread before it reached structures.After nearly two hours, crews contained the fire to 44 acres burned.10News learned the fire may have been accidentally caused by landscapers using equipment to clear out weeds. 635

CHULA VISTA, Calif. (KGTV) -- The man suspected of robbing a South Bay credit union was arrested following a crash Wednesday afternoon. According to Chula Vista Police, a man entered the Cal Coast Credit Union on the 300 block of East H Street around 2 p.m. Wednesday. Police say the man approached the teller window with his hand in his pocket simulating a weapon and demanded cash from the employee. After receiving the cash, the suspect left the credit union, getting into a getaway vehicle. Police were able to locate suspect based on vehicle information provided by a customer at the credit union. Officers spotted the vehicle going eastbound on H Street and tried to pull the suspect over, but he didn’t stop instead leading police on a chase. At some point during the chase, police say the man ran a red light on Otay Lakes Road, slamming into another vehicle. Both the suspect and victim in the crash were taken to the hospital with non-life threatening injuries. Police haven’t yet released the name of the suspect but say he is under arrest for the bank robbery and felony evasion. 1100

So, I see people push their clocks later and they're falling asleep later at night and then they're sleeping in,” said Goldstein. “And so, the subsequent day, they can't fall asleep.”“Pandemic-induced insomnia” or “COVID-somnia” she says is also being compounded by over consumption of media on laptops, cell phones and tablets.“They also allow us to bring little miniature suns into the sleep period,” said Goldstein.A recent survey from Sleep Standards found that 98% of Americans developed sleep problems post lockdown and 68% feel stress or find it hard to sleep even after the lockdown.According to pharmacy benefits manager Express Scripts, between mid-February and mid-March as the outbreak began ramping up, prescriptions for sleep medications jumped nearly 15% compared to the same time last year.“We have seen an increase in prescriptions for insomnia medications. (KGTV) – A stretch of Chula Vista’s famed Third Avenue will be closed every Sunday in August to allow for expanded outdoor dining and other activities, all while practicing social distancing.The Third Avenue Village Association announced that Third Avenue will be shut down to traffic from E Street through Center Street starting Sunday, Aug. 2.The cross streets of E Street, Davidson Street, and F Street will be open for vehicle traffic.
