SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks.The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. City data shows that there 11,300 permitted devices in January, down from 22,300 in July 2019.RELATED: San Diego City Council votes to ban electric scooters from boardwalksThe city installed its first signs warning of the ban at La Jolla Shores, where nobody was riding a scooter down the boardwalk around noon on Thursday. "Honestly, it's probably for the best," said Charlie Scheuch, a surfer who used to ride the scooters but no longer does. "People used to just littler the boardwalk with them, so it's a good decision."Officers will issue warnings for the first 30 days, with citations starting after that. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer. SAN DIEGO (KGTV) — The new community plan for Kearny Mesa, given final approval by the City Council earlier this week, takes effect Friday. Several properties are being rezoned with 27,000 new housing units planned for those parcels.“My vision is that within five years, you’ll be able to live on Convoy, enjoy the restaurants and the shops that are on Convoy, and work in a job in Kearny Mesa, all in one community," City Councilmember Chris Cate, who represents the area, told ABC 10News ahead of the final vote.Cate says the city is trying to encourage a"live-work" village concept for many San Diego neighborhoods, especially those that are major job centers, such as Kearny Mesa. The idea is that by creating housing and recreational possibilities in the same communities where people work, they will have to commute less. That has numerous benefits across the city, including less traffic and car pollution.It is anticipated that many of the new projects will replace aging strip malls whose parking lots remain vacant much of the time. Cate hopes the areas around Convoy St., Clairemont Mesa Blvd., and Aero Dr. will become similar to the feel of Little Italy.Because parameters have already been set for how many homes will go onto each affected parcel, as well as other necessities such as pathways, street improvements, and parks, there will not be the same drawn-out approval process that has been seen with other recent attempts at development. Cate says that means developers who acquire the land will be able to move quickly, as long as their design stays within the parameters of the community plan. “They already have an understanding of what these projects will look like, what’s required of them, where different pathways or parks will go. All these things are already agreed to on the front end," Cate said.Cate says he anticipates that the first projects could break ground in 2021. 1910

  

SAN DIEGO (KGTV) - The fate of a local little league is up in the air after a string of costly break-ins dating back six months.At the Sunshine Little League fields off Federal Boulevard, it's not all sunshine and baseball joy."It's unfair, and I just don't like it," said Isaac Lopez, 11, who plays in the league.Two different break-ins were discovered over the weekend. Locks were broken and doors were pried open."It's upsetting. These kids don't deserve this," said league president John-Mario Pujol.The thief cleaned out the snack bar. Stolen from storage sheds: umpire gear and all of the equipment for the kids in the older division, including bats, helmets, gloves, and catcher's gear sets."It's just so petty. Kids are one thing that should be hands off. Stay away from messing with the youth," said Pujol.The break-ins are the latest in a series dating back six months, with more than six in all. In those cases, more equipment and food disappeared. In other incidents, homeless individuals have been found sleeping in the sheds. The total loss from theft and damage is nearly ,000. Pujol says for a low-income community, the loss is painful."We're hurting, in a tough position," said Pujol.The position is made tougher because of COVID-19. Fundraisers have been canceled. There are practices, but no games means no revenues."As of now, we don't have the opportunity to start our league back up. We'd have to generate revenue first," said Pujol."We have to stay at home because of COVID-19, but we get to go to baseball practice and get the energy out. We get to see friends, and it's good to know that something hasn't changed ... SAN DIEGO (KGTV) - The family of a mother and daughter killed by a YouTuber in a wrong-way crash on Interstate 805 filed a lawsuit this week against the teenager’s estate, the City of San Diego, and the County of San Diego. Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family’s SUV, which burst into flames. In their lawsuit, Aileen’s father Miguel Pizarro and son Dominic Pizarro cited the County and City for negligence resulting in death. The lawsuit cites an incident the day before the crash, during which the San Diego County Psychiatric Emergency Response Team responded to a call claiming Heitmann was “screaming, paranoid, and delusional”. A psychiatrist, Dr. Mary Rusher, told police she had evaluated Heitmann and he was “a danger to himself and to others and must be immediately detained on a California Welfare & Institutions Code 5150 hold,” the suit stated. Rusher also told a police dispatcher Heitmann had displayed manic symptoms and appeared paranoid, delusional, out of control, and threatened to harm his mother in preceding days, according to the court document. “Police left the home without any evaluation of Trevor’s condition, or notifying PERT, if they were not part of same (PERT),” the lawsuit says. The suit claims the police officers were not exercising their authority to place Heitmann on a 5150 hold in accordance with the law.
